Job Description
Job Summary
Whatcom County is seeking a proven leader to serve as Engineering Manager for the Design & Construction Section of Public Works" Engineering Division. The Design & Construction Section is responsible for all phases of capital transportation improvement projects related to publicly bid contracts for Public Works, including the planning, organization, and coordination of design, permitting, right-of-way, bidding, construction and associated administrative functions.
Primary duties include:
Development of the Six Year Transportation Improvement Program and Capital Annual Construction Program.
Overseeing the design and permitting process for capital improvement projects.
Working with consulting and staff engineers, architects, design professionals, contractors, and other personnel to generate efficient and effective capital projects.
Negotiating and administering interagency agreements, consultant contracts and publicly bid construction contracts.
Monitoring construction activities for conformance with plans and specifications.
Managing project fiscal activities including State and Federal grant applications and reimbursements.
Overseeing a professional/technical team of 8 engineering staff, including the County survey crew.
Supervisor: County Engineer
Qualifications
Bachelor"s degree or higher in Civil Engineering or a related field
5 years of progressively responsible professional engineering experience related to the area of assignment
2 years of supervisory experience
1 year as a Registered Professional Engineer.
Must have a Washington State Professional Engineer"s license at time of hire and maintain throughout employment, OR must have a Professional Engineer"s license from another state and obtain a Washington State Professional Engineer"s license within one year from date of employment, and maintain throughout employment.
Experience in the public sector and with intergovernmental or interagency agreements is preferred. Salary
Unrepresented Range 425
Full Salary Range: $7,531 to $10,202 per month
Negotiable depending on experience.
This position receives annual pay increases to the next step in the associated salary range.
