We are seeking a highly motivated individual with a background in health data informatics, data management, and health information analysis. This position will serve as the lead data specialist for electronic laboratory reporting data projects. The ideal candidate will have standard knowledge of vocabularies of health systems and health data transactions; knowledge of the principles, methods, practices, and procedures applied in public health surveillance systems; experience with functioning as a liaison and fostering relationships with internal and external stakeholders; experience participating in multi-disciplinary, multi-organizational project teams; an understanding of key terms and concepts related to health informatics; and the ability to communicate effectively both orally and in writing to a wide variety of audiences.
What you’ll do:
- Monitor inbound electronic laboratory report (ELR) messages processed in the COVID surveillance ELR system, EMSA (Electronic Message Staging Area), to ensure there are no technical issues with the ingestion application. Lead a team of individuals processing records in EMSA that are not automatically ingested.
- Assist with onboarding new reporters. This includes reviewing raw Health Level Seven (HL7) messages to validate structure and content, reviewing content submitted by new reporters in the test application, and communicating issues with message structure and/or content to reporters until messages are successfully validated. Upon successful validation, configure the production system to accept messages for each new reporter.
- Serve as the primary data analyst supporting projects related to leveraging of electronic health records and health information exchanges to improve laboratory reporting, case reporting, and case investigations.
- Collaborate with program staff, informatics staff, vendors, providers, and ITSD staff on informatics projects related to provider reporting.
- Support daily operations, maintenance, and quality assurance for surveillance data residing in and extracted from EpiTrax.
- Collaborate with program staff, informatics staff, and ITSD on projects to advance data systems to meet national standards for interoperability and data modernization.
- Coordinate with ITSD, vendors, and contracted intermediary to test, validate, and deploy system enhancements or maintenance upgrades.
All you need for success:
Minimum Qualifications
- Bachelor’s degree and 2-4 years of relevant technical and/or informatics experience and/or appropriate certification
- Intermediate knowledge of statistical software (R, SPSS, SAS, etc.), and ability to effectively use data querying tools
- Understanding of: Health Level 7 (HL7) standards; Logical Observation Identifiers Names and Codes (LOINC); Systematized Nomenclature of Medicine (SNOMED) standard vocabularies in regard to health systems and health data transactions
- Knowledge of the principles, methods, practices, and procedures applied in public health surveillance systems
