Overview:
Oak Ridge National Laboratory is the largest US Department of Energy science and energy laboratory, conducting basic and applied research to deliver transformative solutions to compelling problems in energy and security. ORNL is investing in our nuclear facilities to ensure the directorate goals are met and strategies are executed. To support and protect our assets we are hiring an Electrical Maintenance Planner to help implement best practices and standards on maintaining and improving equipment reliability, decreasing downtime, and improving the overall manufacturing output and isotope research capabilities. In this role you will have strong partnership with directorate leadership, engineering, and operations teams to ensure equipment is operating at optimal performance and creating a culture of continuous improvement. We are seeking an Electrical Maintenance Planner who will support the Asset Management section in the Nonreactor Nuclear Facilities Division (NNFD), Isotope Science and Engineering Directorate (ISED) at Oak Ridge National Laboratory (ORNL). The role of the Maintenance Planner is to improve work force productivity and work quality by anticipating and eliminating potential delays through planning and coordination of manpower, parts and materials, and asset availability.A liaison between Operations and Maintenance, they are responsible for planning and coordination of all electrical repairs, preventive maintenance, and project work. Planners are also responsible for maintenance records, work histories and equipment data for meaningful performance analysis and failure reporting.
Major Duties/Responsibilities:
- Review and screen each request for completeness, accuracy and clarity of scope
- Develop preliminary estimated if required to obtain approval
- Obtain Engineering approval for all equipment alteration and modification requests
- Consult with the requester, the Area Team Leader or the Area Engineer as needed to accomplish the requested scope of work
- Visit the job site and analyzes the job in the field (20%-time allocation) to determine special requirements, such as scaffolding, fall protection or confined space entry
- Identify potential hazards to Maintenance Technicians and Research Mechanics during the execution of the job
- Prepare all Job Hazard Analysis (JHA), Lockout-Tag-Verify (LOTO) and permitting requirements for the job
- Evaluate existing master-data Job Plans to determine if the scope of work was previously planned
- Break the scope of work into actionable tasks by identifying the required parts, materials and special tools, the required Craft Code or skill level and estimating the duration of time (i.e. labor) for each task
- Create the Bill of Materials (BOM) for the job plan and submits the Materials Request requisition
- Write standard work instructions or work procedures to accomplish critical tasks within the job plan
- Assemble prints, sketches, drawings and pictures needed to clarify critical tasks
- Open child work orders – work orders assigned to the primary or parent work order – as necessary to schedule contractors, vendors and other departmental resources external to the Maintenance organization
- Review completed work orders and records work history – actual labor and materials – and Failure Code data by work activity
- Update master-data Job Plans to improve schedule efficiency and planning accuracy
- Reconcile open requisitions for maintenance, repair and overhaul spare parts and materials
- Reconcile open requisitions for services performed by contractors, vendors or other departments external to the Maintenance organization
- Submit to Engineering any and all requested changes to prints, drawings, or documents pertaining to the installed configuration of plant assets
- Open follow-up corrective maintenance (CM) work orders resulting from completed PM or EM work orders
- Review asset availability windows for those job plans requiring the equipment to be shut down
- Confirm the readiness and availability of kitted materials
- Update scheduling horizons with “Ready Backlog” work orders
- Perform workload smoothing to balance PM, CM and requested volume of work within the scheduling time horizons
- Facilitate the Weekly Scheduling Meeting to achieve a consensus between asset owners (i.e. Production and Engineering) and Area Team Leaders based on equipment and business needs
- Publish the Weekly Schedule, and subsequent Daily Schedules as required by Area Team Leaders by crew, Craft Code or facility location
- Exercise sound project management practices
Basic Qualifications:
- Associates degree in a technical field with 5-7 years of relevant experience or an equivalent combination of education and applicable experience.
- Excellent understanding of electrical systems, NFPA, and NEC codes by combination of direct experience, electrical apprenticeship, or education.
- Knowledge and skills necessary to identify electrical repair and maintenance requirements
Preferred Qualifications:
- Excellent communication skills
- Motivated self-starter with the ability to work independently and to participate creatively in collaborative teams across the directorate
- Good interpersonal skills, computer skills, organizational skills, and the ability to develop positive customer relationships.
- Previous supervisory experience is a plus.
- Familiarity with labor relations principles and working within a collective bargaining unit contract environment
- Ability to function well in research environment and production environments, set priorities to accomplish multiple tasks within deadlines, and adapt to ever changing needs
