EH&S Specialist 3 Or Spec. 2 - Asst. Fire Marshal

The title and pay level of this position will be determined by candidate qualifications and experience. The position will either be filled as a:

• EH&S Specialist 2 - Fire Inspector (up to $90,000.00/Year, Commensurate with Experience), Non-Exempt
  
  -The EH&S Specialist 2 - Fire Inspector must meet the Office of the State Fire Marshal (SFM) requirements and submit the Designated Campus Fire Marshal (DCFM) credentialing packet request within the first 6 months of employment.

• EH&S Specialist 3 - Assistant Fire Marshall (up to $110,000.00/Year, Commensurate with Experience), Exempt
  
  -The EH&S Specialist 3 - Assistant Fire Marshall must possess the Campus Fire Marshal (CFM) designation upon employment.

Under direction from the Fire Marshal (FM), the Fire Inspector (FI) performs complex and technical field inspections of construction projects, special events, and off-campus properties for the Office of Real Estate Development for compliance with applicable laws, codes, regulations, standards, and contract documents. The FI advises the FM of special inspections or testing that may impact the campus beyond the project boundaries (i.e., lights, noise, utility outages, abnormal utility usage, etc.).

The FI maintains inspection reports and project records accurately reflecting the project’s construction history, and advises the FM of final project status regarding fire clearance and receipt of field-verified as-built drawings. The FI implements the technical training program presented to Facilities, Design and Construction (FD&C), Facilities Management, and the EH&S Research Safety division regarding specific fire and life safety aspects of the construction process requiring inspection and approval.

• Serve as EHS Response Team member. May be requested to respond back to campus to support the EHS Duty Officer in the event of an after-hours, weekend, or holiday incident involving hazardous materials and/or for services provided within the employee’s subject area of expertise.

Under general direction of the Fire Marshal, the Assistant Fire Marshal provides programmatic oversight and direction for the Fire and Life Safety programs covering Title 19 and Title 24. This shall include performing annual fire inspections on all State Fire Marshal mandated occupancies. The Assistant Fire Marshal may assist in developing and managing the major construction/renovations portion of the UCSD fire/life safety program. Represents the Fire Marshal in meetings with FD&C, Campus Planning, Physical Planning, architects, engineers, the San Diego Fire Department, and the Office of the State Fire Marshal. Reviews/causes to be reviewed proposed construction plans, remodel work, renovations and alterations, and submittals on critical fire/life safety equipment and systems, and conducts/causes to be conducted field inspections of new construction and existing fire/life safety equipment and systems. May serve as Acting Fire Marshal in the absence of the Fire Marshal.

• May be requested to respond back to campus throughout the year to respond to EHS related incidents and/or for services provided within the employee’s subject area of expertise. Must be able and willing to immediately return to campus during work hours and non-work hours for emergencies (earthquake, fire, hazardous material spills) etc.

• Must be able to be available on-call and return to campus on short notice as necessary during non-work hours for EHS related concerns/incidents. Must be able to respond to periodic fire and life safety calls outside of normal working hours. May be requested to return to campus within one hour of receiving notification to respond to emergency situation.

• Must be willing and capable to assist in emergency response activities which may include exposure to fire scenes, hazardous materials spills, and medical emergencies.

• Serve as EHS Duty Officer. Must be available on-call 2-4 times per year for one-week shifts to respond to UCSD in the event of an after-hours, weekend or holiday incident involving hazardous materials or requests for services that are regularly provided by the EHS department.

• Must meet the Office of the State Fire Marshal (SFM) requirements and submit the Designated Campus Fire Marshal (DCFM) credentialing packet request within the first 6 months of employment.

• Bachelor’s degree in a related discipline and progressive professional years experience, or an equivalent combination of education and experience.

• Solid, comprehensive working knowledge and understanding of a specific EH&S field including related laws and regulations, and general understanding of all EH&S fields.

• Detailed knowledge of fire and life safety applications of local, state, and federal laws, codes, regulations, standards, specifications, and policies, including the California Health & Safety Code; Titles 8, 19 and 24, California Code of Regulations; California Building Code; California Fire Code and NFPA standards.

• Demonstrated ability to interpret and apply policies, codes, regulations, and standards.

• Detailed knowledge of the principles and practices of modern fire detection and alarm systems, suppression systems, and other fire and life safety systems and equipment. Detailed knowledge of modern fire prevention principles, practices, techniques, and standards.

• Progressive professional years of field-related working experience in building and utility construction work, including fire alarm, fire sprinkler, and fire resistive construction systems on major construction projects.

• Proven knowledge of construction practices in all types of construction (i.e. institutional, medical, commercial, residential, and scientific/technical). Detailed knowledge of the fabrication, design, and materials in building construction and maintenance as they relate to fire and life safety.

• Strong ability to read and interpret complex plans, specifications, blueprints, shop drawings, and extinguishing system calculations. Ability to read and interpret construction contract documents specifications, drawings, and related technical data to use while inspecting contractor’s work.

• Skill in writing construction inspection and contract compliance reports.

• Demonstrated knowledge in the selection and use of personal protective equipment (PPE). Ability to wear the required appropriate level of PPE including respirators.

• Working skills in the appropriate use of technology and relevant scientific equipment as required. Demonstrated familiarity with the use of computers, including their use for such functions as word-processing, data base management, and appointment scheduling.

• Understanding of customer service and quality performance techniques and procedures and the ability to apply them in achieving quality and customer service goals. Demonstrated ability to provide prompt services, reports, and responses.

• Proven written and verbal communication and interpersonal skills to communicate effectively in a diverse environment. Demonstrated ability to communicate effectively, both written and verbally, with architects, engineers, project managers, building inspectors, contractors, PIs, staff and students.

• Preferred Licenses and Certifications: ICC Building Inspector Certificate, ICC Mechanical Inspector Certificate, ICC Electrical Inspector Certificate, ICC Plumbing Inspector Certificate, and/or ICC Plans Examiner Certificate.

• Must possess the Campus Fire Marshal (CFM) designation upon employment.

• Bachelor’s degree in fire science field, engineering, Public Health, or Public Administration field or related discipline and progressive professional experience, or an equivalent combination of education and experience.

• Thorough knowledge and understanding of specific EH&S field(s) including related laws and regulations; and general knowledge and understanding of all EH&S fields.

• Proven knowledge of local, state, and federal regulations specific to general safety, occupational health and safety, chemical safety, biosafety, radiation safety, fire/life safety, emergency management, and environmental protection. Knowledge and expertise in all subject areas across the EHS discipline.

• Comprehensive knowledge of fire and life safety applications of local, state, and federal laws, codes, regulations, standards, specifications, and policies, including the California Health & Safety Code; Titles 8, 19 and 24, California Code of Regulations; and NFPA standards.

• Thorough knowledge and skill in applying and interpreting applicable local, state, and federal regulations and related standards and guidelines.

• Comprehensive knowledge of the principles and practices of modern fire detection and alarm systems, suppression systems, and other fire/life safety systems and equipment and their inspection and testing requirements.

• Proven ability to analyze situations, evaluate the need for additional EHS resources and/or activation of the EHS response team, and assume responsibility for incident management. Ability to use personal protective equipment.

• Strong skill to appropriately use technology and relevant scientific equipment as required. Demonstrated expertise in the use of computers, including their use for such functions as word-processing, data base management, and appointment scheduling.

• Understanding of customer service and quality performance techniques and procedures and the ability to apply them in achieving quality and customer service goals. Ability to deliver and promote a high level of customer service to a large and diverse environment. Demonstrated ability to provide prompt services, reports, and responses.

• Strong analytical and organizational skills to organize, prioritize and manage the successful completion of projects within time and budget constraints. Demonstrated expertise in project management, including planning, programming.

• Thorough written, verbal, and interpersonal communication skills, including political acumen and skill to communicate effectively in a diverse environment. Demonstrated ability to communicate effectively, both written and verbally, with senior UCSD administrative staff, executive officers of external agencies, architects, engineers, project managers, building inspectors, and contractors.

• Demonstrated expertise in negotiating with outside agencies to obtain their approval for UCSD-requested requests for alternate means of protection.

• Effective communication and interpersonal skills (both written and verbal) to develop programs, train people, and encourage code compliance via group presentations and individual meetings.

• Preferred Licenses and Certifications: 1)State Fire Marshal Fire Prevention Officer I, II, or III certification; 2)California State Fire Training certification as Fire Inspector I (1A - 1D) and Fire Inspector II (2A - 2D).

• DOJ/FBI background checks and clearances required prior to hire.

• DMV check and clearances required prior to hire. Must possess and maintain a valid California Driver License and participate in the DMV Pull Notice Program as required for daily operation of departmental cars/light trucks.

• Must be able and willing to wear personal protective equipment, including respirators, and respond to health and safety emergencies.
