The Engineering Laboratory (EL) promotes U.S. innovation and industrial competitiveness by advancing measurement science, standards, and technology for engineered systems in ways that enhance economic security and improve quality of life.
If selected, you will:
- Write research project descriptions and plans
- Research sustainability of the construction processes
- Evaluate standards, codes, and programs impacting communities and industries related to energy cost-effectiveness and efficiency, material utilization, and renewable energy substitution in buildings, infrastructure, and manufacturing applications.
- Measure economic impacts from environmental changes
- Develop microeconomic models for evaluating building-related and energy-related applications
- Publish independent and collaborative research in NIST reports and referred journals.

A. Degree in economics, that included at least 21 semester hours in economics and 3 semester hours in statistics, accounting, or calculus.
OR
B. Combination of education and experience: courses equivalent to a major in economics, as shown in A above, plus appropriate experience or additional education.
In addition to the basic requirements, applicants must have one year (52 weeks) of specialized experience equivalent to a GS-09 (ZP-II at NIST) grade level. Specialized experience is defined as experience in assisting with conducting background research and analyzing data on the impact of adopting new/emerging technologies and the economics of decision-making and consumer preferences.

Master's or equivalent graduate degree as defined in the basic requirements.
OR
A combination of graduate education and specialized experience as defined in the additional requirements.
Experience refers to paid and unpaid experience, including volunteer work done. We will credit all qualifying volunteer experience in your application.

The physical worksite for this position is located in Gaithersburg, Maryland. However, the Engineering Laboratory is currently under a maximum telework posture due to the COVID-19 pandemic; therefore, this position is currently under a 100 percent telework schedule. The position's telework schedule will likely change in the future when Engineering Laboratory moves away from its maximum telework posture. At that time, the incumbent will be expected to report to the physical work site in accordance with the updated status requirements of their supervisor. The nature and scope of future telework opportunities will be subject to the unit's telework policy, any applicable bargaining unit agreements, and supervisory approval. Payment of relocation expenses, as applicable, will be paid in accordance with this Job Opportunity Announcement. Non-compliance with the supervisor's telework-schedule requirement could result in adverse action, including separation.
