Job Description

I) Job Purpose

The Early Childhood CQI Specialist performs daily audits of ECS staff documentation and performs observations of staff service delivery to ensure compliance with program policies and procedures.
This position fully embraces the mission and 7 key principles for providing early intervention services in the natural environment.

II) Essential Functions

A) Audits daily electronic and paper documentation from ECS staff between 8:30 AM and 10 AM each day.

B) Resolves errors in electronic and paper documentation between 10:00 AM and 12:00 PM (noon).

C) Performs observations of staff service delivery in the afternoons using tools such as 1he dashboard document" and or DVD-video recording.

D) Reviews client charts or EH R's with staff using various tools including local and state databases.

E) Monitors performance data, documentation and service delivery of those staff who are struggling to meet any of these expectations. Regularly informs QM Trainer, Division Director and or Team Coordinator of status and or results.

F) Organizes and conducts individual and group peer reviews.

G) Monitors and assists program with meeting performance indicators.

H) Perform spot checks of daily service trackers.

I) Participates in eligibility determinations, assessments and evaluations, along with IFSP meetings.

J) Provides routines-based intervention in the natural environment using a coaching model and collaborative documentation.

K) Communicates and collaborates on an ongoing basis with service coordinators, parents, and IFSP team members; and with parental consent, communicates with medical, educational, and social entities, for the purpose of establishing and reviewing child's needs.

L) Manages individual caseload in a manner that ensures that all children in the program receive quality services for their identified needs, in a timely manner.

M) Maintains and submits all required documentation daily.

N) Meet performance expectations.

O) Participates in project groups, committees, child find activities and interagency program planning as requested by the Chief of ECI.

P) Serves as service coordinator and EIS for infants and toddlers.

Q) May organize and facilitate (inclusive) community groups, activities and opportunities for children.

R) May provide training for ECI staff and the community.

S) Must participate in required supervision, program meetings and trainings.

T) Must maintain professional licensure and complete required continuing education hours each year to maintain Licensure.

U) Must be able to work within a modified trans-disciplinary team approach/setting.

V) Must demonstrate flexibility with work, attitude and communication with ECI staff and families.

W) Must have the ability to learn and implement early intervention strategies and techniques.

X) Must demonstrate emotional control, good judgment and safe practices when under stress.

III) Knowledge of Laws, Policies/Procedures, Skills, Education and Abilities

A) Experience with assessment, treatment planning and service delivery with birth to three required.

B) Knowledge of typical (normal) birth to age three, growth and development.

C) Knowledge about developmental delays in children birth to three years.

D) Knowledge about disordered and atypical development in children birth to three years.

E) Knowledge of medical diagnoses and conditions and their impact or potential impact on birth to three, growth and development.

F) Knowledge, skills and ability to work effectively with families /adults from various cultural, linguistic, socio-economic, cognitive, social-emotional and educational statuses.

G) Knowledge of community resources available to assist families with financial, educational, medical, social and developmental needs.

H) Knowledge of infant- toddler evaluation and assessment protocols, treatment planning, coaching, collaborative

I) documentation, charts, curriculums, methodologies, therapeutic strategies, techniques and how to monitoring/measuring progress.

J) Knowledge and experience with the I FSP process.

K) Ability and skills to communicate well both orally and in writing.

L) Ability to strive to make effective working relationships with team members and families that are characterized by mutual support, open communication, trust and respect.

M) Ability to problem solve with infrequent assistance from supervisor. Identify and use a rational approach for the

N) situation. Communicate problems and decisions to the supervisor.

O) Ability to discuss uncomfortable and potentially conflict producing topics, in a professional and effective manner, with families, community agencies and other ECI staff.

This position requires transporting clients and driving between locations as an essential function of work. Employees are required to have a license in good standing and be able to be covered by agency liability insurance. If personal vehicle is utilized for work travel, then maintaining personal auto insurance coverage is required.

A Bachelor’s Degree in Health and Human Services or related field.

Three years’ of ECI experience.

Defined Experience

Preferred continuing education units be in areas related to newborn to three years of age children with developmental disabilities, developmental delays and atypical development.

License/Certification

Texas Driver’s License, ECI Service Coordinator Credential and EIS Credential/Certification.
