Director, Regional Export Control
The Director, Export Control (DEC) primary responsibility is to support DHL Supply Chain business areas globally to understand and comply with the requirements of the International Traffic in Arms Regulations (ITAR) for in-scope operations globally, and develop the ITAR global framework in line with issued standards.
Key support globally with other US federal export control regulations, including the Export Administration Regulations (EAR), and the regulations administered by the Treasury Department’s Office of Foreign Assets Control (OFAC) and the Department of Commerce’s Bureau of Industry and Security (BIS) in addition to similar other export and related US regulations.
The DEC main and supporting tasks includes the development of ITAR control frameworks for global application, training, education compliance and assessment/monitoring tools, and supporting the implementation of policies and procedures in business areas and operations to promote DHL Supply Chain ongoing compliance with ITAR and related laws.
Job Description
- As a Leading Representative, develop and implement Standard Operating Procedures and commensurate Global ITAR Control Framework in line with issued Process Standards for the handling and transfer/export of military ITAR classified items within global DSC operations, including the extra-territorial aspects;
- Provide guidance
- Being a highly visible “point of contact” for all matters related to ITAR and promoting a culture of openness for reporting ITAR control compliance, concerns or risk;
- Provide guidance in the application and inclusion of related standard model contract clauses relating to ITAR products and service provision, and other controlled goods;
- Provide regular status updates of in-scope ITAR operations globally to set measurement targets, identifying any areas of best practice, non-compliance and opportunities for improvement;
- Responsible for implementation of relevant and efficient ITAR controls/restrictions and countermeasures while being mindful of each country-specific controls and customer and business impact;
- Active participation in country compliance forums and user groups and other relevant meetings and teams to ensure global consistency on ITAR approach and implementation of standardized Controls.
Required Education and Experience
- 10 to 15 years of business experience including: 5-10 years of export control, legal, regulatory compliance, required;
- Bachelor degree in Business Administration, Law or another related subject with strong operational, preferred;
- Extensive knowledge of the ITAR in terms of interpretation and application for a logistics based business, required;
- Viewed as a subject matter expert in ITAR and US export control globally, required;
- Understanding of the impact of FARS and DFARS on operational control frameworks, required;
- Broad knowledge of Export Control regulations including Denied Party regulations, embargo /sanction rules, and EAR Controlled items with focus on US controls including their extra-territorial aspects, required
