The State of Connecticut, Department of Energy and Environmental Protection (DEEP) is looking to hire an Office Director to launch a Telecommunications and Broadband Office that will implement Governor Lamont's vision for equitable broadband deployment in Connecticut, within DEEP's Bureau of Energy and Technology Policy (BETP). This position is located at 10 Franklin Square in New Britain, CT.
About Us:
BETP manages local, state, and regional energy and broadband policy and programs for the Connecticut Department of Energy and Environmental Protection with the goal of establishing an equitable, clean, economical and reliable energy and technology future.
BETP is responsible for overseeing the Conservation and Load Management Plan, the Weatherization Assistance Program, the state's Lead by Example initiative, the development and implementation of transportation decarbonization policies and initiatives, the procurement of renewable and clean energy resources, the Regional Greenhouse Gas Initiative, the microgrid and resilience program, the development of energy and thermal decarbonization policies and initiatives for the state through the Integrated Resources Plan and Comprehensive Energy Strategy, and the provision of equitable access to broadband, among other responsibilities.
Position Highlights:
This is a new position that will report to BETP's Bureau Chief and Deputy Commissioner of Energy and Technology Policy. As the Director of Telecom and Broadband, you will:
  • Develop broadband policy in collaboration with the Office of Policy and Management and other state agencies and entities.
  • Develop and implement programs to leverage federal funding and other funding sources for equitable broadband deployment and access.
  • Provide technical support to the legal team in appearances in proceedings before the Public Utilities Regulatory Authority in matters related to telecommunications, broadband, and infrastructure shared with other utilities, and in proceedings before the Federal Communications Commission.
  • Coordinate with other states' broadband offices.
  • Coordinate with DEEP's energy and environment teams to deploy broadband in conjunction with other programs.
In this position, you will develop a diverse and dynamic team to leverage existing programs and incentives while identifying barriers and implementing solutions to those barriers. Strong work planning, project management, and personnel management skills are key to success. This position is 40 hours per week, Monday - Friday, 8:00 A.M. - 5:00 P.M., a flexible schedule is possible with some telework, but must be available to be in the office or attend meetings or events on short notice.

PURPOSE OF JOB CLASS (NATURE OF WORK)In the Department of Energy and Environmental Protection this class is accountable for the direction of the staff and programs of an office. EXAMPLES OF DUTIES

Responsible for management of a major program office; interprets and administers pertinent laws; meets with outside agencies to advise on departmental policies and procedures; serves as liaison with other agencies, municipal, state and federal governments; evaluates operations and projects assigned to office; makes recommendations for improvements; provides technical direction to unit staff; provides information to community; represents department at meetings; responds to inquires relating to assigned programs; may advise senior level staff on status of permits, process management, projects, legislation and policy and regulations pertaining to assigned areas of responsibility; directs staff and operations of office; determines priorities and coordinates, plans and manages activities; formulates office goals and objectives and ensures implementation of same; reviews and evaluates effectiveness of established or proposed policies and/or programs assessing options and developing recommendations for improvement; conducts performance evaluations; prepares reports and correspondence; recommends policy; drafts policy statements and regulations; prepares or assists in development of office budget; performs related duties as required.

KNOWLEDGE, SKILL AND ABILITYConsiderable knowledge of relevant environmental, energy, climate mitigation or adaptation, public utility, broadband, telecommunications, conservation, and/or environmental justice or equity programs, laws and regulations; considerable knowledge of environmental protection and energy principles, practices and issues; knowledge of and ability to apply management principles and techniques; considerable interpersonal skills; considerable oral and written communication skills; considerable ability to apply relevant agency policies and procedures; ability to initiate and direct programs; analytical, negotiating and organizational skills. MINIMUM QUALIFICATIONS - GENERAL EXPERIENCENine (9) years of professional experience in the energy, environmental, broadband, and/or telecommunications field. MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

  • College training in a scientific or technical discipline in energy, environmental, climate mitigation or adaptation, public utility, broadband, telecommunications, and/or environmental justice or equity fields including but not limited to engineering, biological, physical, earth or environmental sciences, natural resources management, renewable energy, energy conservation, public policy or administration, economics, or related field may be substituted for the General Experience on the basis of fifteen (15) semester hours equaling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's Degree.
  • A Master's Degree in a scientific or technical discipline in the energy or environmental, climate mitigation or adaptation, public utility, broadband, telecommunications, and/or environmental justice or equity fields including but not limited to engineering, biological, physical, earth or environmental sciences, natural resources management, renewable energy, energy conservation, public policy or administration, economics, or related field, or a Juris Doctor degree, may be substituted for one (1) additional year of the General Experience.
