Description:

The Director of SafeChoice Emergency Services manages all aspects of the shelter program which provides comprehensive services to victim/survivors of domestic violence and is responsible for strategic development and implementation of programming for survivors of domestic violence, ensuring all services are trauma-informed and survivor-centered. This position is responsible for the day-to-day operations of a domestic violence emergency shelter and hotline that is staffed 24 hours a day, 7 days a week. The Director of Emergency Services provides exceptional leadership to ensure SafeChoice staff have models of quality leadership that is survivor-centered and that upholds a strong standard of service model for program participants. This position provides on-site management and overall safety, continuity, and effective operations including; supervision, direction and support for residential service staff, interns, volunteers, and program participants. The Director of Emergency Services directs and plans shelter programming, grant and data management reporting, program policies and procedures, and strategic leadership and management of the shelter program.

Budget

  • In conjunction with the Director of SafeChoice, and the Grant Compliance Specialist; review, process, and approve emergency financial assistance applications to support shelter program participants and leverage relationships with community service providers to support access to immediate essential needs.
  • In conjunction with the Director of SafeChoice and Director of Accounting, monitor and track expenses related to shelter services and operations, and resource allocations.
  • In conjunction with the Director of SafeChoice, and the Grant Compliance Specialist, track and report shelter donations, and apply for shelter specific grants and emergency services funding. Ensure data compliance is accurately achieved and application processes meet VOCA federal guidelines.

Compliance, Policy, Procedure

  • In conjunction with the Director of SafeChoice and the Grant Compliance Specialist,
  • establish and maintain policies and procedures that meet the requirements of applicable contracts, grants, and state and federal laws.
  • Identify and report on health and safety risks, accidents, incidents, injuries and property damage and comply with workplace policies and procedures for risk management and workplace health and safety.
  • Ensure that all direct reports are in compliance with YWCA and grant/contract required domestic violence training, service provision, and reporting.
  • Provide leadership and direction to the shelter through development and implementation of policies and procedures that are survivor-centered, trauma-informed, inclusive, and align with YWCA’s mission and core values.
  • Ensure timely and accurate data entry into program specific database.
  • Ensure compliance with Washington Administrative Code (WAC), public health requirements, and other contractors and funders, appropriately direct funding to address shelter facility upgrades and /or maintenance, and ensure shelter is meeting all safety inspections and following essential emergency protocols.
  • In conjunction with the Director of SafeChoice, HR Director, and Grant Compliance Specialist, ensure compliance with all screening, hiring, training, and evaluation processes, and with WAC, public health codes, and any other contractors and funders.

Direct Service Support & Supervision

  • Create and manage monthly shift schedules for staff, volunteers and interns that is sustainable and ensures proper 24/7 coverage for the shelter program and provide back-up emergency shelter support on a rotating schedule and on-call basis as needed.
  • In conjunction with the facility coordinators and shelter advocates, supervise and schedule volunteer community service projects to fulfill the needs of the shelter program.
  • Facilitate weekly team meetings, debriefings, and individual staff check-ins with all direct reports, including shelter advocates, family support specialists, facility staff and children’s advocacy coordinator, to review service provision policies and procedures and provide comprehensive program support.
  • Provide supervision and oversight for all shelter programming, individual and team supervision, performance evaluations, and team activities using best practices to ensure direct services are trauma informed and survivor-centered.
  • Provide de-escalation training and coaching for staff including on-going and in-the-moment support to build staff skill set and ensure effective conflict resolution.
  • Ensure support and resources are provided and documented to assist program participants in their transition into the community including referrals to appropriate social service agencies.
  • Provide leadership which recognizes, anticipates, and responds to the actions and needs of survivors including: survivor-centered shelter screening and intake procedures, crisis intervention, safety & security protocols, and emergency response procedures.
  • Annually complete a minimum of 20 hours of continuing education on domestic violence issues and advocacy including 5 hours of supervisor/management level training.
  • Plan and facilitate on-going direct staff and volunteer training to ensure all education and training requirements are met, and connect staff with opportunities that address areas of growth.
  • Oversee property, grounds, and security systems, building renovations and upgrades, and any building or maintenance projects, ensuring that the property and grounds are kept in a safe, organized, and sanitary condition including the monitoring of camera surveillance equipment.
  • Establish and implement strategic program goals and coordinate on-going professional development/continuing education to meet the needs of SafeChoice staff.

Collaborative Leadership & Management

  • Work collaboratively as a SafeChoice program management team to provide comprehensive, integrated services to individuals and families who have experienced domestic violence, ensuring effective, confidential collaboration between multiple teams and community partners, including cross-team communication, and shared resources and referrals to ensure integration of services.
  • In conjunction with the SafeChoice Management team, initiate and set goals for the SafeChoice program according to the YWCA’s strategic objectives and racial equity plan involving deadlines, milestones, and processes and devise evaluation strategies to monitor porgram’s performance and determine progress, identify areas of development and enhance program efficiency.
  • Engage in discussion as needed to implement and adapt to changes necessary, ensuring program goals meet intended outcomes, including identifying gaps in services and opportunities for strategic and sustainable growth.
  • Actively participate and provide leadership at required SafeChoice and YWCA Clark County meetings including SafeChoice staff meetings and Coordinated Entry provider meetings.
  • Provide domestic violence awareness education with community partners, including supporting the Director of SafeChoice Programs with Domestic Violence Awarenss Month activities.
  • In conjunction with the SafeChoice management team, provide support for organizing on-going training cycle facilitation and with recruitment, on-boarding, and retention of program volunteers and interns.

Related education:

  • Bachelor's degree in a related field or position equivalent experience in addition to the experience requirements listed below.

Related experience:

  • Minimum of 3 years direct experience with DV survivors in a program that provides shelter and advocacy for domestic violence survivors and at-risk populations.
  • At least 2 years providing effective coaching, guidance, and supervision to a staff of at least 5.
  • Minimum of 2 years program leadership/management and development experience within a domestic violence agency or closely related program.
  • Two or more years work experience in a domestic violence residential emergency shelter program.
  • Minimum of 50 hours of training on domestic violence issues and advocacy within the last three years.

Full time Pay: $23.00 - $25.00 per hour
