Director of Pupil Transportation

The Cincinnati Public Schools invites applications for the position of Director of Pupil Transportation. This position reports to the Chief Operations Officer. The Director of Pupil Transportation is responsible for providing safe and efficient transportation services for eligible students to and from their homes to private, parochial, charter, other non-public, and public schools in the City of Cincinnati, under the established guidelines of the district.

QUALIFICATIONS:
Bachelor’s degree required; a degree in the field of business, transportation or logistics is preferred
Valid driver’s license required
Minimum five (5) years of related pupil transportation experience including supervisory responsibilities, or ten (10) years of experience in other logistic fields
Analytical and computer skills necessary to maintain various state reporting requirements, computerized routing and management of services, and monitoring of system performance
Knowledge of vehicle safety laws and regulations including Ohio Revised Code, Ohio Administrative Code and CFR federal code
Experience in process design and execution of new processes
Knowledge of implementing emergency plans and procedures
Excellent vendor performance management skills
Ability to organize, supervise, and develop the transportation system and staff
Ability to overcome obstacles and persist to achieve results
Knowledge of procurement systems, budgeting and financial systems
Excellent public relations skills
Ability to communicate ideas and directives clearly and effectively both verbally and in writing, including tailoring communication to specific audiences

PERFORMANCE RESPONSIBILITIES:
The Director of Pupil Transportation has the following performance responsibilities:
Oversee the development and implementation of short and long range district planning for pupil transportation services.
Develop, propose, review, approve and oversee the implementation of department activities, projects, budgets, equipment, staffing assignments, schedules and projected outcomes and ensure compliance with district policies and procedures in response to all pupil transportation services.
Directs the day-to-day activities and staff of the Transportation department. Duties include hiring, training, counseling and evaluating staff performance.
Monitors district compliance with Federal, State regulations and requirements, along with district standards relating to pupil transpiration; also initiates corrective action as needed.
Evaluates replies to Requests for Proposals (RFP) and recommends the award of transportation contracts.
Administers contracts related to pupil transportation activities; works with vendors to resolve contractual issues/concerns as necessary.
Monitors vendor performance including On Time Performance, Customer Service, and Safety Requirements
Prepares and administers budget(s) totaling over 45 million dollars; assures expenditures are within the approved budget(s)
Assumes responsibility for the development and implementation of efficient, cost effective and safe transportation policies and practices.
Works with district and school administrators, staff, parents and others in matters relating to pupil transportation as well as support for special programs.
Responds to emergency situations and matters of concern regarding transportation issues.
Develop a thorough knowledge and application of the district’s Quality Improvement methods to achieve improvements in transportation
Compile, review and understand complex data analyses and provide information to district leadership to make data-informed decisions in the area of pupil transportation; develop scorecards, reports, memos, procedures, manuals, and other documents regarding operations
Respond to inquiries from the public and district staff on a variety of transportation issues; communicate news and information regarding emerging situations with district leadership and the Board of Education as appropriate
Participate in planning meetings with district stakeholders, community representatives
Prepare a variety of presentations and provide technical expertise and reports to district leadership, Board of Education, district employees, parents or other stakeholders regarding transportation services; serve on district committees, attend staff meetings and represent the district in meetings, hearings, workshops, conferences and professional activities.
Oversees the operation and maintenance of the District’s pupil transportation routing and service management software systems(Versa Trans, On Screen, My Stop, etc)
Implements training programs and in-service programs for staff at all levels.
Conducts routing studies and recommends school start times as appropriate.
Manages the reimbursements for eligible students in lieu of transportation services.
Advises Superintendent on weather conditions and recommendations to close schools during inclement weather.
Performs other duties as assigned.
