Job Description

Overview: Cadmus seeks a deeply experienced international development professional with expertise in one or more of the following technical areas: climate resilience and adaptation, climate finance, climate justice, and/or climate mitigation.

Exceptional candidates will have experience with USAID programming requirements, demonstrated success in programmatic management of large USAID climate, natural resource, and/or sustainable landscapes programming, including oversight of technical and non-technical personnel, program and project work planning, and financial oversight of both internal and contract budgets. Qualified candidates must be able to demonstrate delivery experience of exceptional technical analyses, assessments, and related research, as well as knowledge-sharing, evidence-based learning, and uptake of findings to inform and enhance the climate resilience and/or mitigation potential of development programming. Candidates should have experience working internationally.
Responsibilities:

  • Represent Cadmus as a programmatic manager, technical leader, and subject matter expert when liaising with key USAID stakeholders, which may include the Contracting Officer’s Representative (COR), USAID Center for Resilience, and other Bureau for Resilience and Food Security stakeholders on matters pertaining to climate resilience and adaptation, mitigation, climate justice, and/or climate finance;
  • Bring established reputation, relationships, and networks with technical experts, thought leaders, multilateral and bilateral development stakeholders;
  • Oversee project- and program-level contract administration, including financial, technical, and operational management, required quarterly and/or annual reporting, etc.;
  • Ensure quality control and responsiveness of activities and services provided under contracts, including review and timely submission of technical and progress reports to the COR and designated client activity managers;
  • Supervise multi-disciplinary, multi-cultural, and multi-institutional team(s) of long-term personnel and on-call experts, providing leadership and guiding human resource allocation for assigned tasks under the program;
  • Prominently engage in and/or lead business development pursuits at the intersection of climate adaptation, resilience, mitigation, and/or finance and international development, including capture and strategic planning, leading or substantively contributing to proposal development; and
  • Mentor and lead mid- and junior-level staff in technical, program/project management, and business development efforts in international climate resilience, adaptation, mitigation, finance and/or justice.

Qualifications: Required Qualifications:

  • Master’s degree in relevant field (preferably in environmental or climate science, urban and environmental planning, international climate or environmental policy, or a related degree)
  • Minimum 15 years of climate resilience, adaptation, and/or mitigation program or project experience in the international development context
  • Minimum 10 years of demonstrated experience in management of multi-year, multi-million-dollar programs, with at least 5 such years of experience managing USAID projects or programming as a Chief of Party
  • Minimum of 10 years of staff and/or team management experience
  • Minimum of 2 years of on-the-ground experience in a development context and/or supporting in-country or in-region international development programming
  • Fluency in English is required
  • Excellent verbal and written communication skills
  • Ability to adapt to a dynamic work environment and work in ambiguity
  • Some travel may be required post-COVID
  • Candidates must be eligible to work in the United States as a U.S. Permanent Resident or U.S. Citizen.

Preferred - not required:

  • Ph.D in relevant field of expertise
  • Demonstrated familiarity with the U.S. Government priorities for combatting the global climate crisis through international development programming
  • Prior experience working on USAID-funded climate, natural resources management, sustainable landscapes, or related programs
  • Fluency in relevant language(s) with priority for languages spoken where in countries where USAID works (e.g., Arabic, Farsi, French, Hindi, Portuguese, Spanish)
