The Director of Facilities will report to the Vice President for Administration and CFO. The Director is responsible for maintaining an inviting, clean and accessible campus that welcomes students, faculty, employees, and the community. As a member of College leadership, the Director will serve as a key strategist, proactively establishing and implementing changes to standards and procedures that enhance the quality and delivery of services to ensure the department is meeting its goals and evolving to meet the changing needs of the College community and moving in a direction that is consistent with the mission of the College. The Director will exercise a high level of independent judgment and self-direction to identify and lead new initiatives that focus on unit objectives and their alignment with the College’s strategic plan.

Qualifications for Employment:

Professional Engineering License and at least seven (7) years of experience in facilities systems, maintenance, project management with five (5) years of supervisory experience required. A working knowledge of Federal and state (New York preferred) safety laws and building codes, general construction, mechanical, electrical, and plumbing systems, and an understanding of the challenges and functions of a large complex facility with the ability to review and evaluate project drawings and specifications, strong interpersonal skills to be able to successfully interact with administration, faculty, staff, students, and external stakeholders, and strong problem-solving and prioritization skills also required. Knowledge of a wide range of trades and the necessary building codes/requirements for a facility used for instruction of trades such as: Automotive, Advanced Manufacturing, Welding, HVAC, Electrical Technologies and other related trades, and experience working in an educational institution with multi-trades and labor union(s) is preferred. Experience working at a community college is highly desirable

Nature and Scope of Duties:

The Director of Facilities Planning reports to the Vice President for Administration and CFO, and performs the following duties:

  • Working with the Associate Director of Facilities, oversees the maintenance of the College facilities and grounds. Ensures that the campus facilities and the physical plant staff are kept moving in a direction that is consistent with the mission of the College. Generates and manages all projects of repairs, renovations, restoration, remodeling, and new construction. Proactively establishes and implements changes to standards and procedures that enhance the quality and delivery of services to ensure the department is meeting its goals and evolving to the meet the changing needs of the College community.
  • Envisions, develops, articulates, and implements master plan for achieving campus development goals and priorities, engaging with senior leaders, faculty and professional staff colleagues, architects, contractors, and other service providers to achieve goals and priorities.
  • Construction Project Management: Conceptualizes, proposes, directs, and evaluates campus construction and physical space improvement projects (classrooms, offices, meeting rooms, social spaces, student housing, dining, parking, storage, and mechanical), including advance research, cost estimates, timelines, constituent impact projections, risk and contingency plans, and communications; prepares and delivers project presentations, impact announcements, and regular progress reports. Small projects are expected to be developed and managed in house. Larger projects are developed with outside consultants. Acts as the primary point of contact for all contractors, architects, engineers, consultants and other parties.
  • Collaborates with College leadership, faculty and professional staff colleagues, and others to conceptualize, develop, manage, and complete cross-functional projects and assignments, particularly in building awareness and preparedness for project-related disruptions affecting students, faculty, staff and visitors.
  • Working with the Associate Director of Facilities, directs the operations and supervision of a diverse group of Facilities staff, scheduling and assignments of maintenance, HVAC, electrical, grounds, custodial services, painting/carpentry, and inventory of tools and equipment at Hudson Valley Community College. Ensures compliance with Building Codes, ADA Regulations, and all state and federal laws and regulations. Ensures proper bidding processes are followed, when appropriate.
  • Develops annual operating and capital budgets and monitors expenditures to assure funds are effectively utilized and limited to the allocation. Develops specifications for and monitors all service contracts.
  • Develops a long-term capital plan to address renewal, renovation, and deferred maintenance projects and requests the allocation of available funding in a strategic manner.
  • Maintains plans and records relating to capital project growth. Reviews and certifies requisitions and documents of all contractors in connection with capital construction contracts.
  • Ensures accurate inventory of facility, supplies, equipment, records, and physical space inventories.
  • Assists with communications with SUNY facilities planning officials and representatives of the local sponsor. Participates in the Joint Building Committee of Rensselaer County and Board of Trustees as the College’s Administrative Representative as assigned.
  • Serves as the College’s Energy Manager. Oversees the staff and operations of the Cogeneration Plant.
  • Serves as Co-Chair of the College’s Emergency Preparedness Committee.
  • Implements, where applicable, the terms and provisions of the Collective Bargaining Agreements covering the Non-Instructional Employees Union (NIEU) and the Non-Teaching Professionals (NTP’S).
  • Performs other duties as assigned.

Salary is commensurate with experience. The salary range is $100,000-$120,000.
