Job Description
- The mission of BHIV is to end HIV transmission, promote the health of all New Yorkers with or vulnerable to HIV, reduce HIV-related inequities and combat stigma.
- Lead a team of at least eight City Research Scientists and fill any vacancies, as needed.
- Conduct annual team mission and vision mapping activities.
- Create and manage a team Gantt chart to plan, implement, monitor annual goals and activities, and conduct quarterly check-ins to assess progress.
- Co-lead the development, overall design, and finalization of request for proposals (RFPs) for the BE Into Health and eD2C programming, in partnership with the Planning, Monitoring, and Evaluation (PME) unit of COTA as well as the COTA Director.
- Collaborate with BHIV's Administration Program and the NYC DOHMH's Master Contractor to ensure the RFPs are developed and posted in a timely fashion.
- Review and score submitted proposals for BE Into Health Program or eD2C Project.
- Oversee the development of the standardized operating procedures and protocols to guide the implementation of the BE Into Health Program of eD2C Project.
- Monitor the project management strategy to guide the roll out and on-going management interactions (e.g., calls, site visits, webinars) with awarded agencies for BE Into Health Program or eD2C Project.
- Support the on-going contract management to ensure all BE Into Health Program or eD2C Project funded agencies are meeting contract deliverables on-time and spending down awarded funds appropriately.
- Lead communications with the DOHMH Master Contractor to ensure program integrity and quality through records review and joint monitoring.
- Co-lead collaborations with COTA's PME team and BHIV's Care and Treatment Program's Research and Evaluation team to create reporting requirements for BE Into Health Program or eD2C Project.
- Collaborate with COTA's PME team to evaluate all unit projects and make necessary updates to the Be Into Health Program, eD2C Project, and iART Provide Detailing.
- Partner with BHIV Programs to understand current BHIV activities that can inform the development of TA activities.
- Co-lead the development of an implementation strategy for expanding the iART public health detailing campaign.
- Oversee Clinical Operations data entry in Public Health Partners Connect.
- Oversee and participate in Clinical Operations unit's involvement with external quality engagement opportunities (e.g., NY Links, NY Knows, Quality Advisory Committee, Consumer Advisory Committee, Community Health Center Quality Learning Network, etc.).
- Lead monthly collaboration meetings with New York State AIDS Institute's Quality of Care Program.
- Lead monthly unit meetings to ensure effectiveness and timeliness of all projects.
- Lead contributions to annual and semi-annual reports to funders.
- Contribute to new grant proposals to expand the work of COTA.
- Submit abstracts to national conferences and papers to peer review journals, as appropriate.
- Identify and develop opportunities for making contributions to the public health literature.
- Present on the all unit projects, as requested, at relevant internal and external meetings.
- Perform ad-hoc duties as may be assigned by supervisor.
The Bureau of HIV (BHIV) oversees and coordinates the New York City (NYC) Health Department's response to the HIV epidemic.
Programs within the Bureau include HIV Prevention, Care and Treatment, Epidemiology, Social Marketing and Community Engagement, Policy & External Affairs, Administration, and Clinical Operations and Technical Assistance (COTA).
BHIV leads policy development, direct administration of programs, oversight of contracted programs, community participatory planning, provider outreach and education, research, and surveillance, all with the goal of preventing new infections and supporting NYC residents living with HIV.

Minimum Qual Requirements
1. For Assignment Level I (only physical, biological and environmental sciences and public health) A master's degree from an accredited college or university with a specialization in an appropriate field of physical, biological or environmental science or in public health.
To be appointed to Assignment Level II and above, candidates must have:
1. A doctorate degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and one year of full-time experience in a responsible supervisory, administrative or research capacity in the appropriate field of specialization; or
2. A master's degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and three years of responsible full-time research experience in the appropriate field of specialization; or
3. Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least a master's degree in an appropriate field of specialization and at least two years of experience described in "2" above. Two years as a City Research Scientist Level I can be substituted for the experience required in "1" and "2" above.

Probationary Period
Appointments to this position are subject to a minimum probationary period of one year.
Preferred Skills
- Excellent written, oral, and interpersonal skills; outstanding organizational and time management skills.
- Knowledgeable about HIV/AIDS prevention and treatment.
- Minimum of 7 years of experience in public health projects management and implementation.
- Ability to create standardized operating procedures to guide a team's implementation of a new tasks or initiatives.
- Ability to plan and carry out projects; exceptional relationship-building and influencing skills.
- Ability to collaborate with subject matter experts and managers in training and TA resource development, delivery and modification.
- Experience with abstract and manuscript development and publication.
- Solid working knowledge of MS Office software.
- A firm grasp of public health and health or social services evaluation.
- Keen attention to detail.
- Ability to handle multiple and diverse assignments efficiently and effectively.
- Ability to work effectively with a diverse staff of trainers, planners, capacity-building experts, clinicians, program managers, and service providers within the NYC DoHMH and at external agencies, including Health Resources and Services Administration and the Centers for Disease Control and Prevention.
