Job Description Summary: This new role will drive the Global Social Innovation team’s commitment to being evidence-based, data-driven, and outcomes-focused. You will develop and evolve a market leading social impact measurement approach to describe, measure, report, and enhance our impact. This will help us prioritize where we will invest our resources, how we can best support our charitable partners, and report and learn with our stakeholders. This is an exciting and ambitious opportunity to support PayPal in holding itself accountable to its mission and values as it relates to social and environmental impact. You will drive the development of processes and systems to generate the evidence and insights to support decision-making for new commitments, evaluate the effectiveness of existing programs, and inform how we can best combine our products and assets. You will support PayPal colleagues by promoting transparency and accountability to our successes, challenges, and goals. You will drive the development systems and metrics to accomplish this work, ensuring that metrics are embedded into decision-making around evaluating effectiveness of existing and new programs, and returns on investments. This is an exciting opportunity to build an impact measurement and evaluation program from the ground up. Communication colleagues will leverage the impact analysis to tell the story of how PayPal has changed the lives of individuals, families, and businesses around the globe. This role is about looking back at what we have done and what we have learned, but even more importantly, to look ahead and inform future commitments based on impact potential and alignment with our mission. Because of your efforts, organizational leaders will be able to align resourcing decisions with impact evaluation and impact potential and will enable PayPal to play a leadership role in designing, delivering, and capturing impact. This role will serve as the Impact Measurement and Evaluation lead for the Global Social Innovation team. You will also collaborate with the Corporate Treasury team on impact investing. You will oversee the development of a strategy in partnership with other teams at PayPal on data for good. The role will report directly to the Head of Global Social Innovation (who is based in Washington, DC). This role includes supervision responsibilities, including oversight of the lead (who is based in San Jose, CA) for collaborations with marketing and corporate affairs teams (government relations, reputation, communications). You will collaborate with all members of the Global Social Innovation Team, especially the Learning lead (who is based in CA) to lead the practice of monitoring, evaluation, and learning across the portfolio. Though it might grow over time, your team will start very lean. Travel will be light and only when determined safe within COVID pandemic conditions.

Global Social Innovation Team

Founded in 2015, the Global Social Innovation (GSI) Team is one of the teams in Corporate Affairs, which is part of the Strategy, Growth, and Data organization of PayPal. The GSI team collaborates with teams across the company to leverage PayPal’s unique expertise and extends five types of capital (financial, human, network, intellectual, and reputation) to drive sustainable social and environmental impact at scale. It uses a matrix operating model of bodies of work and functions. The bodies of work include (i) increased and diversified giving, (ii) financial health, (iii) economic equity and empowerment, (iv) environmental sustainability (v) climate equity and resilience, and (vi) community response and engagement. The functions include partnerships, employee mobilization, corporate and rapid response, learning, impact investing, customer mobilization, and data, evidence, and analysis for insights and innovation (data for good). To drive social impact and to help sustain our environment globally, the GSI team employs PayPal’s platform, products, and assets – especially our people.   • Impact Measurement and Evaluation
    • Lead Global Social Innovation Team’s impact dashboard and other internal and external reporting (quarterly and annual) and insights. By using evidence, data, and outcomes dynamically, will ensure better decisions, respectfully challenge and vet each other’s ideas, and take calculated risks in the pursuit of greater impact.
    • Ensure effective partnerships, strategies, and annual workplans and program design via technical assistance to Global Social Innovation team members and review of impact measurement and evaluation frameworks.
    • Link social and environmental KPIs with PayPal (company level) and Corporate Affairs (division level) strategy, objectives, priorities, and KPIs.
    • Collaborate with the Global Social Innovation Team’s Learning Lead on driving team’s monitoring, evaluation, and learning (MEL) practice, including comprehensive plan to make MEL an active, engaging, and integrated part of processes and work.
    • Collaborate with Global Social Innovation Team’s Partnerships Lead on a process to receive stakeholder feedback via structured feedback channels with our impact community.
    • Partner with ESG Team (which is responsible for companywide ESG reporting) on Global Social Innovation contributions to the Global Impact Report and other reporting requirements.
    • Enable Global Head of Social Innovation and other senior leaders to broaden PayPal’s public impact profile via interaction and consultation with 3rd party impact organizations, speaking engagements, and publication of knowledge products on impact topics relevant to PayPal and Global Social Innovation’s theory of change.
  • Impact Investing
    • Partner with Treasury Team on PayPal’s newly formed corporate treasury impact investing portfolio.
    • Serve as key architect for development of impact evaluation frameworks for investments – frameworks for both due diligence assessment and ongoing monitoring and investment management.
    • Develop portfolio dashboard and oversee impact management, reporting, and disclosure throughout the investment process.
    • Direct and oversee collection of qualitative and quantitative impact data.
    • Collaborate with communications, investor relations, and ESG teams to translate and communicate outcomes and impact and develop and maintain up-to-date presentation materials for meetings with various stakeholder groups, including Treasury, investors, and senior leadership.
    • Engage with various industry stakeholders, including relationships with relevant impact investing industry groups (Global Impact Investing Network (GIIN), ImpactAlpha, ImpactAssets, Bloomberg Green), NGOs, etc. and periodically update relevant internal teams on rapidly evolving impact investing landscape.

    • Collaborate with multiple teams in the company to develop a strategy for data for good at PayPal.

  • Expertise in turning research and evaluation into relevant, dynamic learning opportunities with the ability to drive multilayered conversations to consensus, including conceptualizing the implications of quantitative and qualitative data, sometimes amid disparate and even contradictory information.
  • Ability to utilize statistical analysis, impact metrics, and other measurement methods to develop rigorous evaluation strategies that are sufficiently flexible to capture the full range of positive impact resulting from our work.
  • Champion of evaluation and evidence practice that encourages thought leadership and innovation in the use of mixed methods, qualitative and quantitative data, narratives, systems change, participatory techniques for facilitating inclusive evaluations, evidence, and insights.

Education and Experience

  • 15+ years relevant professional experience, such as research, measurement, evaluation, and evidence-based practice.
  • 5+ years of people management experience preferred
  • Bachelor’s degree minimum. Advanced degrees preferred (such as international development, development economics, evaluation, data science, finance, or related field)
  • Demonstrated leadership in supporting organizational change and development through information sharing and knowledge acquisition.
  • An ability to bring imagination, innovation, and a practitioner-centered approach to systems of learning, and proven capacity to create and respond to novel and innovative approaches to addressing an issue. Experience in supporting change to organizations systems and culture.
  • Strong understanding of socio-economic analysis, systems change, foresight analysis, data systems, and tech-enabled data collection and analysis.
  • Superior interpersonal skills, builds and maintains strong relationships/credibility with external counterparties
  • Meaningful experience working in a developing country context, with Global South experience preferred.
  • A track record of impact ideally demonstrated throughout a career spanning the private, financial, and public sectors.
  • Success in working across time zones, in a matrix, and with stakeholders across several teams.
  • Exposure to and comfort with other cultures and the ability to operate comfortably and effectively in various cultural settings.
  • Deep familiarity with the structure of and network in the global development sector.
