The Department of Family and Protective Services (DFPS) Child Protective Investigations (CPI) Deputy Director of Field will report to the CPI Director of Field Operations and act as a backup to the Regional Directors and other staff in the absence of the Director of Field. Directs day-to-day activities of State office CPI Division Administrators, CPI program specialists, and oversight of the Master Investigation Program. This position will be responsible for managing special projects related to CPI Field Staff to include Title IV-E Plan, Division Audits, Residential Treatment Center (RTC) Project, Training, and all legislation needs for CPI. This position performs advanced (senior-level) managerial work providing direction and guidance in strategic operations and planning. Provides leadership, strategic direction and planning for CPI State office staff, and coordinates with division and agency executive leadership, and program and operations management to implement program policies for CPI Division Administrators and the Master Investigator Program. Provides guidance regarding CPI program policies and performance measures. Identifies risks and trends in regional field operations and develops risk mitigation strategies. Identifies systemic issues, policy conflicts, knowledge and process gaps and deficiencies, and oversees implementation of improvements. Implements CPI state office policy and performance program initiatives for agency-wide regional field operations. Establishes CPI State office priorities, standards, and performance measures. Oversees development of intra-agency and external workgroups, meetings, teams and committees. Directs stakeholder outreach initiatives and activities, research functions for best program practices, and communications development. Hires, manages, and supervises CPI field operations management and staff. Develops biennial budget and Legislative Appropriations Requests (LAR) data for CPI regional field operations for division and agency leadership and approves budget expenditures. Provides subject matter expertise, performance metrics and data regarding regional field operations to the Investigations Associate Commissioner and agency executive leadership and develops CPI regional field operations program improvements. Represents CPI and state office at meetings, advisory groups, hearings and seminars, conferences, workgroups, task forces and committees, and reviews and approves budgets for the CPI Field Division. Works under minimal supervision, with extensive latitude for the use of initiative and independent judgment.
Essential Job Functions:
Attends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned.
Directs, plans, develops and approves schedules, prioritizes CPI state office and Master Investigator Program activities, develops CPI State office standards for achieving CPI program goals . Provides guidance to CPI and agency leadership on the status and progress of major program reforms and initiative. Develops and directs the implementation of studies, assessments, projects and other tools to evaluate the strengths and effectiveness of CPI state office processes, and identifies areas for improvement. Coordinates the development and proposal of solutions to CPI state office issues and trends. Oversees the implementation of special projects, initiatives and assignments related to CPI state office activities to assess efficiencies, productivity measures and standards, and to meet organizational needs and CPI program requirements. Oversees the development, preparation and dissemination of workforce and productivity reports and data to communicate results and develop recommendations for CPI state office changes to improve statewide program performance. Establishes and implements reporting requirements for oversight of CPI State office staff. Evaluates reporting and data to monitor, continually assess and improve overall CPI state office, and develops plans to address CPI program needs. Identifies state office systemic issues, knowledge and process gaps and deficiencies, and oversees the development and implementation of changes and improvements. (30%)
Oversees the development of intra-agency and external workgroups, meetings, teams and committees to support CPI Sate Office and Director of Field. Oversees the planning, organization, and facilitation of internal and external meetings, interdisciplinary teams and workgroups for strengthening CPI state office staff. Collaborates with other DFPS programs (CLOE, TAG, Government Relations, Internal Audit, etc) on special projects to include hiring, retention, training, and other workforce related issues. Provides guidance, coordination and support in the preparation, publication and dissemination of reports, studies and information relating to CPI state office and Master Investigator Program. Develops, implements, and monitors plans, procedures, and techniques to ensure effective allocation and management of CPI state office program resources. Reviews and provides consultation on complex, high profile cases and staff issues. (20%)
Hires, manages, and provides guidance and professional development for CPI state office management and staff. Provides direct reports with work assignments, clear direction and information on responsibilities and work performance expectations. Develops work performance plans, creates and maintains position descriptions for direct reports and conducts performance evaluations at least annually. Oversees the development and advancement of CPI staff through training and effective use of employee development plans. Manages employee time and leave responsibilities, and carries out other related human resources activities with program staff. Provides leadership to employees using a performance management strategy and development process to provide an overall context and framework to encourage employee contribution, and includes goal setting, feedback, and performance development planning. Leads employees to meet the organization's expectations for productivity, quality, and goal accomplishment. (20%)
Assists the Director of Field with developing biennial budget requests and Legislative Appropriations Requests (LAR) for CPI, provides budget information to CPI and agency executive leadership. Assesses and makes determinations regarding budget requests and expenditures to manage resources, needs and priorities for CPI state office and Master Investigator Program. Represents CPI state office and the agency at meetings, legislative sessions, advisory groups, hearings, seminars, conferences, workgroups, task forces and committees. Serves as a liaison, representative and subject matter expert for CPI state office and regional investigations field operations to internal and external entities and stakeholders. (15%)
Oversees the review and evaluation of the impact of current and proposed federal and state legislation on CPI division policies and procedures relating to state office and agency field operations. Directs the quality assurance and performance development functions by establishing priorities, standards, and measurement tools for determining progress in meeting CPI State office goals. Directs key CPI state office projects, and creates and maintains an efficient and integrated reporting and management structure. Evaluates results of special investigations, internal audits, research studies, and program assessments and surveys to provide overall direction and guidance on CPI state office to promote efficient and effective delivery of protective services to children at risk of abuse, neglect or exploitation. Provides CPI state office metrics, trends and performance data to the CPI and agency executive leadership and develops strategies for effective management and improvement of field operations. Manages timely, informative and appropriate communications to CPI. (15%)
