Job Description
Overview: The Director Capture & Proposal Management will lead and provide capture and proposal expertise to all lines of business, to include Managed Network Services, Wireless Services, Airborne ISR & Mobility Services, Engineering & Technical Services, and Cyber Security Services. This role will drive proposal development team planning and execution, develop, and edit proposal content, review RFP requirements, conduct analysis on RFPs, and assess strategies for responding to RFIs and RFPs.Responsibilities:

- Define and implement a streamlined capture and proposal development process for the organization.
- Recruit and maintain a pool of 3-5 pre-qualified proposal writer contractors or consultants to augment internal staff during peak periods.
- Lead and manage the overall proposal development process from the pre-proposal phase through the post-proposal phase.
- Interpret technical and management requirements of government solicitations (e.g., RFIs, RFQs, RFPs).
- Produce and oversee schedules, outlines, compliance matrices, proposal kickoffs, and technical solution sessions.
- Ensure win strategy, technical solution, win themes, discriminators, compliance, and a clear understanding of the requirements are well-articulated and consistent throughout final proposal documents; ensure proposal responses are compelling, complete, and compliant and reflect win strategy elements and align to evaluation factors and criteria.
- Facilitate proposal reviews (e.g., Initial draft, Pink Team, Red Team, Green Team, Gold Team) and make ongoing recommendations to ensure compliance and increase overall proposal quality.
- Oversee development of high quality, high impact artwork and graphics for proposals.
- Collaborate with executives, management teams, functional stakeholders, BD personnel, solution engineers, partners, subject matter experts, and external consultants to provide proposal leadership, support, and overall direction.
- Maintain tight, proactive communication with line of business leadership and other stakeholders to ensure all necessary resources and activities are available to achieve a successful proposal submission.
- Manage multiple simultaneous proposal tasks with sometimes rapid turnaround deadlines.
- Support other business development professionals (e.g., editorial support, volume management, review participation) when necessary.
- Develop and maintain a comprehensive SharePoint proposal library that includes prior work and polished, re-usable components such as company capabilities narratives and past performance summaries.
- Support other proposal operations activities (e.g., content databases, SharePoint library management, training) as needed.
- Assist with lead generation and prospecting.
- Develop, mentor, and lead staff to foster an environment of teamwork and accountability.
- U.S. Citizen with a U.S. Government issued active security clearance.
- Bachelor’s Degree
- 10+ years of hands-on experience with creating proposal content, editing, and managing proposal development activities for:
- Customers in the Defense, Intelligence, Federal/Civilian, Allied Government, and Critical Infrastructure markets.
- IT solutions, managed network services, system integration, and professional services procurements.
- Deep understanding of satellite, wireless, and terrestrial communications technologies and services.
- Understanding of and experience with the Federal procurement process and regulations (e.g. FAR).
- Evidence of a successful track record of high quality, high scoring proposals.
- Excellent writing, editing, organizational, presentation, and communication skills.
- Ability to work to meet deadlines (nights, weekends, and holidays, at times).
- Ability to develop and/or assist technical and capture personnel in developing compelling themes, discriminators, and messaging.
- Up-to-date knowledge of marketing, editing, graphic design, and other relevant proposal best practices.
- Ability to work well both in a team and independently.
- Ability to manage multiple concurrent projects.
- Ability to manage geographically disparate teams.
- Ability to create original content using interview and research techniques.
- Ability to remain upbeat, positive, and constructive within a dynamic environment operating under high-pressure deadlines
- Demonstrated experience in proposal writing and editing covering all typical solicitation sections (e.g., management, technical, staffing).
- Experience using SharePoint and managing SharePoint document libraries.
- 10+ years of experience using Microsoft Office (Word, Excel, PowerPoint, Outlook).
- 3+ years of experience using project management tools like Microsoft Project to manage numerous concurrent proposal development projects and related activities.
- 3+ years of experience using Salesforce or other CRM systems.
- 3+ years of experience using GovWin IQ, System for Award Management (SAM), and other web-based portals which allow vendors to review Federal procurement opportunities.
- Formal proposal training, relevant certifications, or other relevant training (e.g., Shipley, Miller Heiman, Persuasive Proposal Writing, PMP)
- Experience supporting a wide variety of solicitation sizes, complexities, and submission windows.
