Job Description
    DutiesSummary

    We are the 35,000 controllers, technicians, engineers and support personnel whose daily efforts keep aircraft safe, separated and on time. The Air Traffic Control (ATC) Facilities and Engineering Services administers the safe and effective lifecycle management of the facilities infrastructure within the National Airspace System (NAS).


    Responsibilities

    The Director, Air Traffic Control Facilities and Engineering Services is responsible for the acquisition and lifecycle management of National Airspace System (NAS) facilities, through design, engineering, construction, modernization, replacement and sustainment. The incumbent oversees program management and engineering leadership of NAS facilities infrastructure including developing, implementing, and managing policy and guidance, programming requirements, engineering, integration and implementation support, service life extension, configuration management, environmental and employee occupational safety and health, energy conservation, facility security, facility accessibility, power systems, seismic risk management, and unstaffed NAS infrastructure. The Director administers a budget of approximately $1B in the execution of duties and responsibilities through a workforce of approximately 1,700 employees drawn from a variety of disciplines and professions.


    Principal Responsibilities:

    • Manages the Facilities and Equipment and Facilities Infrastructure Portfolio, including the acquisition and lifecycle management of all Terminal and EnRoute facilities related to modernization, replacement, realignment, construction, power and power backup systems, and unstaffed facilities projects.
    • Oversees the Engineering Services Group responsible for the design, construction and installation of projects into the NAS.
    • Manages the ATO’s Energy Management and Compliance and the Environmental Occupational Safety Health programs.
    • Collaborates with executives and senior managers within FAA, key Congressional representatives and staff, senior officials with other Federal agencies, state and local governments, and the aviation industry regarding the projects that will affect ATC facilities, and Department of Transportation on interagency/ industry committees and in formal/informal meetings to present and defend FAA’s positions on air traffic infrastructure management.

    LEADERSHIP REQUIREMENT: Do you have experience leading strategic change? If yes, describe examples of strategic changes that you led for your organization; describe the entities that the change affected (agency, industry, organizational components). Discuss obstacles you encountered and how you overcame them to the benefit of the agency. Include in your description ways that you applied long range vision, developed strategies, and applied innovative ideas and techniques.

    TECHNICAL REQUIREMENT: Demonstrated senior level experience leading a civil or military organization overseeing acquisition and life cycle sustainment management of National Airspace System facilities.

    TECHNICAL REQUIREMENT: Demonstrated senior level experience leading a civil or military organization overseeing Employee Occupational Safety and Health programs.
