DutiesSummary

The Sciences and Exploration Directorate (SED) is one of eight major organizational entities comprising the NASA Goddard Space Flight Center (GSFC). The Deputy Director, SED, shares with the Director broad responsibility for the overall management of the SED. The incumbent's primary area of concern is the management of science organizations, science instrumentation flight development activities, human capital, and resources.


ResponsibilitiesThis position reports to the Director of the Sciences and Exploration Directorate. The Deputy Director of the Sciences and Exploration Directorate:

  • Shares management responsibility for the Directorate with primary expertise in the management of science organizations, science instrumentation flight development activities, human capital, and resources.

  • Reviews the Directorate's activities including the facilitating of new initiatives, and develops and executes corresponding policies, plans, goals, and procedures in concert with the Sciences and Exploration Director.

  • Is an acknowledged leader in the management of Earth and Space Science research activities.

  • Develops strategic plans for selected missions supporting Earth and Space Science.

  • Leads the establishment and management of policies and procedures to assure effective and efficient operations for Directorate flight mission, instrument, and research projects.

  • Leads Directorate planning to establish organization roles and allocate resources to achieve Directorate scientific objectives.

  • Represents the Directorate on Center senior management teams for strategic planning, mission implementation, and general management of the Center.

  • Represents the Agency at meetings of national and international organizations and acts as expert technical consultant for the Agency in the incumbent's area of expertise and as a spokesperson for Science for the Goddard Space Flight Center.

  • Participates in Agency and Inter-Agency committees and panels involved in the planning and implementation of Agency and national research programs.

    • The individual selected will be required to file an 'Executive Branch Personnel Financial Disclosure Report (OGE-278) in accordance with the Ethics in Government Act of 1978.
    • Initial Senior Executive Service (SES) Career appointee is subject to a one-year probationary period.
    • Successful completion of a background investigation commensurate with the risk and sensitivity level of the position.

    QualificationsYou must have the skill and ability to perform the duties described above as demonstrated by progressively responsible supervisory/leadership experience, normally obtained over several years by serving in positions at the GS-15 level or equivalent.

    To meet the minimum qualification requirements for this position, you MUST address each Executive Core Qualification (ECQ) and Mandatory Technical Qualification (MTQ) separately. If you fail to do so, your application will be rated ineligible. We recommend you provide two (2) examples of relevant experience for each ECQ.     MANDATORY TECHNICAL QUALIFICATIONS:MTQ 1 - Recognized in the international science community for research and publications in Earth and/or space science research, with demonstrated experience in the management and leadership of science research activities. Demonstrated experience serving as an effective advocate of an organization's science objectives including technology development, effective long-range planning and mission proposal preparation.

    MTQ 2 -Demonstrated experience leading, directing, and managing a research organization comprising of scientists and project management staff across the disciplines of earth science, heliophysics, solar system, and astrophysics, including developing and managing budgets for this diverse research portfolio.     This position has a positive education requirement.

    A bachelor's degree from an accredited college or university with major study in engineering, physical science, mathematics, life sciences, computer science, or other field of science is required.
