Overview:

CASES programs provide pretrial services, jail and prison alternatives, mental health treatment and youth engagement services for people impacted by the New York City criminal legal system (CLS), breaking unjust cycles of arrest and incarceration. The Database Administration Specialist oversees all aspects of staff training, system administration, and oversight of database platforms supporting our programs and administrative functions. The position will take our infrastructure to the next level with centralized system administration of database applications and solutions. The Specialist is the technical resource responsible for developing policies, setting up and supporting end-users, and taking overall ownership for the implementation and oversight of database platforms. The Specialist leads research and coordination of database technology solutions providing recommendations to leadership and broader groups of program services and administrative support teams. This central role will develop and deliver trainings (virtually and in-person) and provide user support across program sites and administrative support teams, to promote best practices to fully utilize the system capacity of the database solution. The Specialist in collaboration with Information Services (IS) ensures effective regulatory security setup of databases. The position requires a self-starter, with the technical acumen to develop solid knowledge of many database systems and the ability to create a positive coordinated experience for end-users.

Job Description
  • Serve as the system administrator providing technical thought leadership for database platforms (excluding client electronic health records & Salesforce case management), and lead the effective prioritization and implementation of new database solutions
  • Maintain expertise in a variety of database tools required by NYS/NYC program contracts, federal grants, proprietary client assessment tools, client legal history repositories, protected healthcare information applications, CASES’ intranet portal, project management and eSignature solutions
  • Develop comprehensive understanding of multiple program and administrative support business processes to collaborate with staff and government/vendor representatives to conduct new application testing, develop the technology implementation, security, and system administration roadmap
  • Listen and synthesize end-user requirements to create clear and compelling project planning, communication, and staff training and end-user materials, ensuring documentation and record keeping requirements associated with using database applications and solutions are completed accurately, timely and in accordance with CASES’ policies and procedures
  • Liaison with Information Services for complex technical issues and database compliance with security regulations and security updates, enforce security requirements and policy ensuring appropriate access and use by end-users
  • Manage employee onboarding and offboarding database access, be the technical escalation point for end-users with vendors, and guide end-users in performance of tasks within database platforms and solutions
  • Serve as lead project manager for implementation of new database applications and solutions
  • Coordinate the creation of database administration visual design and content for CASES’ portal and learning management system, develop user guides, workflow documentation, and system manuals in social software and web-based technologies
  • Update, maintain and assist with CASES’ intranet portal interacting with various departments and teams to provide current and accessible content and all materials and content related to database administration
  • Leverage knowledge of automation methodologies to maximize productivity and drive out manual system administration processes
  • Coordinate with vendor and staff on database upgrades/changes and manage the upgrade or change process
  • Assist in the database platform purchasing decisions, compiling annual budget, and the negotiation and maintenance of vendor relationships
  • Responsible for coordinating policies for disaster recovery and business continuity plans and procedures for the databases

Qualifications
  • Any combination of education with experience or experience with certification that will provide the required knowledge, skills, and competence. Bachelor's degree in computer information systems, computer science, information technology or a related field and at least one to two years of related experience, such as database-related system administrator providing technical support, troubleshooting, and end-user training or five (5) years of progressively responsible and directly related work experience with relevant certification
  • Complete and receive approval from the New York State fingerprinting criminal history search to administer CASES’ access to client criminal history information. NYS has determined that individuals with a felony conviction are not eligible and will not be approved to perform criminal history system administration roles.
  • Understanding and experience with MS365 suite, advanced proficiency in MS Excel and presentation software
  • Experience with network and database security standards and HIPPA protected healthcare information data privacy policies and regulations
  • Proven project management skills and methodical troubleshooting skills
  • Commitment to continuous training, certification, staying up to date with new software and beneficial technologies as the environment and CASES’ technology needs expand and evolve
  • Effective and engaging interpersonal, organizational, communication and problem-solving skills
  • Self-motivated with the ability to work independently, with minimal direction
  • Non-profit experience preferred and commitment to social justice
