Summary: The position will provide technology support to the Alameda County Public Health Department ( ACPHD ) for a wide variety of software applications and platforms/infrastructure.

Skill sets/Knowledge Required:
  • Working experience in design, customization and implementation of business application in on premise or Cloud (SaaS Software as a Service) platforms.
  • Familiarity with different business application platforms/solutions, preferably public health or health care related.
  • Working experience/knowledge in modern and relational databases such as (but not limited to) MySQL, PostgreSQL and MS SQL Server, including data-modeling and transformation.
  • Working experience in data integration and exchanges between systems (for example using REST API).
  • Solution oriented system architect with a good sense of user interface/experience.
  • Exceptional communication skills, both oral and written and the ability to communicate effectively with both technical and non-technical staff.
  • Familiar with HIPAA, Health Information Exchange System and Electronic Health Records.

Planned Job Duties/Typical Duties & Responsibilities:
  • Translating business requirements into technical specifications, including data streams, integrations, transformations, databases, and data warehouses
  • Defining the data architecture framework, standards, and principles, including modeling, metadata, security, reference data such as product codes and client categories, and master data such as clients, vendors, materials, and employees
  • Defining reference architecture, which is a pattern others can follow to create and improve data systems
  • Defining data flows, i.e., which parts of the organization generate data, which require data to function, how data flows are managed, and how data changes in transition
  • Collaborating and coordinating with multiple departments, stakeholders, partners, and external vendors
  • Manages business systems analysis and requirement gatherings.
  • Manages and execute the implementation of business systems.
  • Collaborate with vendors and provide consultancy in data interfacing, transformation and migration.
  • Serve as liaison to vendors, and act as the technical consultant and ACPHD business unit leads.
  • Provide solutions to business and technical issues in compliance with all local, state and federal regulations and Alameda County policies.
  • Manage change requests or requests for enhancements effectively.

Other Job Duties:
  • Collaborate with vendors and develop training strategies.
  • Work with vendors/consultants in documentations needed.
  • Identify processes/systems issues and suggest improvements.
  • Prepare reports needed by users and IT management.
