Job Description

The Government of the District of Columbia values the safety of our employees, our residents, and our visitors. Position Overview

The Office of Innovation and Systems Improvement (ISI) works with the Chancellor to align resources across the organization through innovation and continuous improvement. Our goal is to initiate change and lead DC Public Schools into the highest performing school district in the nation. After engaging with over 3,000 internal and external stakeholders to help shape the future of DCPS, we are guided by the five strategic priorities of the new Capital Commitment 2017-2022 Strategic Plan:

The Office of the Chief Operating Officer (OCOO) is comprised of the Strategic School Operations, Food & Nutrition Services, School Security, Facilities, Compliance, and Attendance teams. OCOO is responsible for guiding the operations and functions for all 118 schools within the District. Our goal is for all DCPS schools to be ready on the first day of school and every day thereafter so that all principals can lead, all teachers can teach, and all students can learn.

The Compliance division is made up of the Internal Audit, Special Education Compliance, Risk Management, and Comprehensive Alternative Resolution and Equity (CARE) teams. The Compliance division works closely with various federal and district agencies, including but not limited to the Department of Education, Office of the Inspector General, Office of the District of Columbia Auditor, Office of the State Superintendent of Education, Office of Human Rights, Office of the Chief Financial Officer, and Metropolitan Police Department on an as needed basis. The division receives concerns and complaints from students, parents, and third parties and provides effective and equitable resolution to issues raised, conducts internal audits of DCPS programs, and oversees the management of all audits of DCPS conducted by external entities. The division is also responsible for identifying and mitigating risks and working and collaborating to ensure safety.

The OCOO Compliance and Risk Management teams work directly with schools and central office staff to manage the integration of compliance, risk, and safety management processes and protocols into the agency’s daily and long-range operational goals. The Compliance team is primarily responsible for working with internal stakeholders within the Division of Specialized Instruction to ensure that DCPS complies with federal and local law and regulations pertaining to ensuring our students have received a free and appropriate public education. The Risk Management team primarily conducts inspections and evaluations designed to help mitigate risks to the district derived through workers' compensation issues, incidents, and injuries that may result in torts or other safety sensitive issues, and to ensure implementation of corrective actions resulting from audit activities.

The Coordinator, Compliance Risk and Safety is responsible for collaborating with multiple stakeholders within schools and central office to ensure that agreed upon corrective actions are implemented within the agreed upon time frame. The Coordinator will also collect and analyze data across the agency to identify trends and make recommendations to improve service delivery to students and other stakeholders. The Coordinator will create systems for improvement and build relationships necessary to help ensure a safe learning environment is maintained.

The Coordinator, Compliance Risk and Safety will report to the Deputy Chief, Compliance.

Essential Duties and Responsibilities

  • Provides technical support to schools and central office departments regarding compliance, risk, and/or safety activities.

  • Collaborates with schools and central office departments to ensure timely implementation of corrective action plans, and submission of agency reports for potential tort and safety infractions.

  • Identifies patterns/trends in data.

  • Creates a system to monitor compliance of all requirements and timelines specified in Memoranda of Agreement (MOAs) and Understanding (MOUs).

  • Develops and assists in managing a system for ensuring insurance requirements compliance for MOAs with entities providing services to DCPS schools and departments.

  • Builds relationships and liaises with various internal departments and schools to drive collaboration and training for risk protocols.

  • Interacts with and responds effectively to urgent requests from multiple internal and external DCPS stakeholders.

  • Collects, arranges, and preserves investigation-related information.

  • Willing to travel across the district to all DC Public Schools for the purpose of conducting safety and audit inspections, evaluations, or investigations and developing issues.

Qualifications

  • Bachelor's degree and two to four years of related work experience.
  • Master's degree preferred.
  • Previous exposure to or experience in the education sector a plus.
  • Sound analytical skills.
  • Ability to work independently and be self-motivated.
  • Attention to detail, and ability to work in a demanding, fast-paced environment.
  • Ability to have difficult conversations.
  • Prior experience in or exposure to conducting audits, and insurance and risk management or safety a plus.
