Hourly Range: $69,000 - $90,000 DOE/DOQ

POSITION SUMMARY

The Controller assists the Director of Finance in managing the business affairs of the agency as it relates to the Fiscal Department’s responsibilities and obligations. The Controller is primarily responsible for overseeing and directing the day-to-day operations of the fiscal department including all fiscal staff and the execution of their daily duties, payroll processing and reporting functions. He/she manages subordinate staff in the performance of all accounting related activities. He/she is also responsible for the maintenance of all accounting systems including excel spreadsheet applications and electronic folders, policies & procedures, compiling, analyzing and reporting accounting information to executive management and external third parties. The Controller, at the direction of the Director of Finance, may act as the primary liaison with outside auditors and government agencies involving contractual issues. The Controller manages the monthly financial closing process. He or she will perform a wide array of tasks in support of the Director of Finance involving difficult, sensitive, and confidential information requiring a high degree of independent judgment, accounting and financial technical skills, and strong familiarity with costing principles, cost reporting, and thorough knowledge of agency wide policies and procedures.


ESSENTIAL DUTIES, FUNCTIONS & RESPONSIBILITIES

  • Supervise the payroll function, ADP HRIS system, and timekeeping system
  • Ensure accurate application of federal, state, and local payroll wage and hour laws
  • Lead the preparation for the organization’s annual Workers’ Compensation audit
  • Ensure timely transmittals (deposits) of all 403b retirement and H.S.A. medical accounts
  • Prepare monthly/quarterly and annual cost reports as required by funding agencies
  • Assist the Director of Finance in all audit prep work and interface with auditors
  • Assist the Director of Finance in the preparation and presentation of the organization’s annual budget
  • Assist the Director of Finance in the development of the annual indirect cost proposal
  • Developing program budgets for most programs and as assigned by the Director of Finance
  • Supervise and direct the work of the payroll specialist
  • Supervise and direct the work of the accounts payable clerk
  • Supervise and direct the work of the professional accounting staff
  • Responsible for treasury management including cash receipts, daily and weekly tracking of cash-flow requirements
  • Supervise the monthly bank reconciliation process and notify the Director of Finance of potential issues
  • Oversee the issuance of cell phones, and related policies and approvals
  • Ensure compliance with Generally Accepted Accounting Principles (GAAP), Circular A-133 Costing Principles, and the agency’s and grantors’ policies and procedures
  • Manage and update all financial data utilizing the MIP accounting software program
  • Assist the Director of Finance in business proposals and initiatives
  • Provide overall credit card management and expenditure tracking
  • Keep Chief Executive Officer well informed regarding activities, pending issues and potential problems
  • Serve as a mentor to subordinate staff


MINIMUM QUALIFICATIONS

Experience & Qualifications:
  • 15+ years of accounting practice and experience with Accounts Payable, Accounts Receivable, General Ledger, Audit Interface, Tax Reporting, and Payroll Processing.
Required Education:
  • Associate Degree or higher in Accounting or related field; or solid progressive experience in a public or private accounting environment either serving as a Company Controller or Accounting Manager capacity.
Certifications:
  • Progress towards a Certificate Program in Accounting and Nonprofit Management.
Confidentiality:
  • This position has access to sensitive information, and a breach in confidentiality will be grounds for disciplinary action up to and including immediate termination
  • Maintain strict confidentiality of client and personnel information adhering to HIPPA, professional codes of conduct, State of CA regulations, Privacy Act, and UAII policies and procedures
Communication/ Interpersonal Skills:
  • Communicate and deal effectively with people in a professional and courteous manner verbally and in writing
  • Proficient in English
Technology Skills:
  • Advanced knowledge of Microsoft Excel spread sheeting protocol
  • Working knowledge of Microsoft Word and PowerPoint
  • Working knowledge of Google (Mail, Calendar, Drive)
  • Proficiency in 10-Key calculator
Other Skills:
  • Willingness to learn new skills and participate in training sessions relevant to the position
  • Available and willing to travel as needed
  • Available to work evening and weekend hours as needed

  • Experience working with nonprofit organizations, community groups and performance-based government contracts.
