Key Role:
Work as a Contract Administrator and touch every element of government acquisition, including requests for proposal, pricing, financial analysis, program management, and subcontracting. Negotiate and administer contracts with the US Government and subcontracts with large and small business prime contractors across the breadth of contract types and negotiate teaming and non-disclosure agreements and Organizational Conflict of Interest plans. Review and analyze solicitations for potential risks and suggested proposal strategies, including compliance with requirements and recommended pricing approach. Advise regarding legal requirements, customer specifications, and government regulations and monitor performance for conformance of contract compliance; identify and escalate problems that may threaten performance. Provide full life cycle strategic contracts administration leadership and support to internal and external clients of DoD and or Civilian Agencies. Due to the nature of work performed within this facility, U.S. citizenship is required.
Basic Qualifications:
4+ years of experience with contract administration, negotiations, or proposal preparation
Experience with fixed-price systems delivery contracts, including contracts for software development lifecycle, systems delivery, and other IT services associated with customized software and COTS or GOTS solutions
Experience with all contract types, including fixed-price, T&M, cost reimbursable, GSA schedules, Government Wide Acquisition Contracts, BPAs, and Rapid Response IDIQs
Experience with Organizational Conflict of Interest (OCI) Terms and Mitigation Plans
Experience with reviewing terms and conditions and statements of work for areas of risk and risk mitigation in accordance with company policies and procedures
Experience establishing agreements with Small Business prime contractors and SBA's Small Business Subcontractor Rule
Knowledge of federal government contracting and Contractor Performance Assessment Reporting System (CPARS)
Knowledge of the systems development life cycle, and contracting terms and conditions designed to reasonably bound risk
Knowledge of FAR and agency supplements, to include the Veterans (VA) Acquisition Regulation (VAAR)
Bachelor's degree
