Job Description

Ideal candidates must have a secure, dedicated workspace with Internet service, ability to maintain a reliable consistent work schedule and be available for weekly meetings and group collaboration via Microsoft Teams and other applications during regular business hours. Position may require team members to come into the office for scheduled meetings, and there may be unscheduled request with 72-hour notice for any TWC business need. This position is eligible for telecommuting.

The Contract Specialist IV-V performs advanced to highly advanced (senior-level) contract management work. Work involves developing and evaluating a broad range of contracts. May plan assign and/or supervise the work of others. Works under minimal supervision, with considerable to extensive latitude for the use of initiative and independent judgment.

GENERAL DUTIES:
- Performs and coordinates the full contract management life cycle (CMLC)
- Plans assigned procurements
- Develops procurement documents and obtains feedback
- Posts procurement documents in coordination with TWC Purchasing
- Coordinates evaluation of bidders’ responses and selections vendor finalists
- Coordinates Best and Final Offers (BAFO)
- Coordinates final contract awards
- Manages (monitors and controls) assigned contracts
- Closes out contracts authorized for completion by IT leadership
- Maintains IT Planning Microsoft Teams Planner and provides input to PPM dashboards
- Ensures compliance with all Federal, State, and agency laws, rules, policies, and procedures, including IT Handbook and Standard Operating Procedures (SOPs), that govern TWC IT
- Contributes to teamwork and communicates effectively
- Promotes an image of IT excellence
- Maintains a reliable, predictable work schedule
- May be called upon to work outside of normal business hours to sustain operations or complete urgent assignments.
- Performs other duties as assigned to maintain IT operations

PREFERRED QUAILIFICATIONS:
- Four years of experience with technology contracting, contract management, and purchasing or procurement management in local, state or federal government
- Experience with Seat Management and/or Data Center Services
- Knowledge of applicable local, state, or federal rules, regulations and policies related to contract procurement administration and management
- Knowledge of procurement policies and procedures as defined in the Texas Contract Management Guide and the Texas Procurement Manual
- Experience with reviewing and evaluating contracts and vendor deliverables
- Demonstrated negotiation and facilitation skills
- Experience with Microsoft Windows and Office products: Teams, Outlook, Word, Excel, Visio and PowerPoint. Experience with SharePoint
- Ability to work independently while understanding the need for communicating and coordinating work efforts with others
- Ability to handle multiple priorities while meeting strict deadlines and make critical decisions
- Ability to analyze complex information and develop plans to address identified issues
- Strong leadership, communication, and organization skills with attention to detail
- Ability to lead, work closely with cross-functional teams; establish and maintain cooperative and constructive work relationships
- Formal project management training and/or certification

MINIMUM QUALIFICATIONS:
Contract Specialist IV: Completion of two years (60 semester hours) of accredited college work, plus four years of full-time experience in contract development, management, evaluation, monitoring, or training of contract providers or customers; or in the delivery of workforce development services which included contract development, management, evaluation, monitoring, or training of contract providers or customers.
Contract Specialist V: Completion of two years (60 semester hours) of accredited college work, plus five years of full-time experience in contract development, management, evaluation, monitoring, or training of contract providers or customers; or in the delivery of workforce development services which included contract development, management, evaluation, monitoring, or training of contract providers or customers.
Substitutions: One additional year (30 semester hours) of accredited college work may be substituted for each year of the required experience with a maximum substitution of two years. One additional year of full-time qualifying experience may be substituted for each year (30 semester hours) of the required college.
May require a Formal Certified Texas Contract Manager (CTCM) certification and Certified Texas Contract Developer (CTCD) certification; or must obtain CTCM certification within 5 months of employment and CTCD within 10 months of employment and maintain both throughout employment.

Duty involves up to 5% travel within the state of Texas and the ability to lift 5 pounds.
