Summary

Our Talent Acquisition team has an exciting role that will offer a challenging opportunity for a Contingent Labor Program Manager to manage all aspects of hiring strategy and execution for our temporary, contract and contingent workforce across the enterprise, including Corporate and Field based positions across our global locations.

This role will sit on the Talent Acquisition leadership team and will play a critical role in the continued evolution of our enterprise operating model by improving performance and scalability of our current capabilities, while deepening our support to CHS. This leader will lead the overall design, development and execution of a contingent labor strategy including selecting and implementing a vendor management system, managed service provider, and overall contingent labor program. This role will analyze data and trends, helping to advance the enterprise contingent labor strategy. The program manager will work to advance several exciting functions/tools including the selection and implementation of a vendor management system, managed service provider and third party payroll vendor. This role will also be responsible for partnering with our Workforce Analytics team on annual scorecard metrics to measure hiring manager satisfaction. This leader will provide focus on process improvement and their team will own the enterprise contingent labor strategy.

Responsibilities


Program Management

  • Act as a consultative partner across the organization to determine, communicate, and continuously evolve our contingent labor strategy including staff augmentation, statement of work, and seasonal hiring needs, ensuring program aligns with future operating model needs.
  • Identify cost savings opportunities by conducting analysis of spending patterns and negotiating best financial terms for CHS.
  • Develop strategy with Managed Service Providers and external vendors; building strong relationships and regularly reviewing performance to ensure goals are met. Leverage MSP to manage strategic outreach and relationships with vendor partners in multiple locations. Continuously evaluate partners based on performance, business and talent needs
  • Act as liaison between Talent Acquisition and other key partners (Sourcing & Procurement, Information Technology, Finance, Human Resources)


Vendor Management System & Reporting

  • Serve as subject matter expert for Vendor Management System, provide consultation and decisions on system design and configuration.
  • Develop vendor scorecard to manage vendor performance. Provide real-time reporting to hiring managers and HR leaders
  • Partner with Workforce Analytics team to measure program and team success using data; track, analyze, and report on team KPIs.
  • Develop and deliver SLA’s (service level agreement’s), KPIs (Key Performance Indicators), and metrics/measures to ensure excellent operational delivery


Process Improvement

  • Leads strategy to define best practices and create centralized solution of resources (policies, process documents, communications, training materials) to help drive consistency across the enterprise
  • Work closely with compliance to reduce risk by prioritizing regulatory compliance, data integrity, and audits in our contingent labor practices
Minimum Qualifications (required)
  • Bachelor’s degree or equivalent experience
  • ATS experience required, SuccessFactors experience preferred
  • VMS (Vendor Management System) experience required, Fieldglass experience preferred
  • Working knowledge of employment laws, specifically impacting contingent labor
