SUMMARY: As the project representative for the inspection of public work projects, the Construction

Coordinator will perform construction inspection duties to ensure street, sewer, water and Village electrical projects are constructed to Village standards. While this position reports to the Assistant

Public Works Director, the Construction Coordinator will work closely with the Public Works Director and the Foremen to ensure public works and utility projects are completed efficiently, safely, and accurately.

ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned.

  • Inspects public works construction projects to ensure work is completed according to the specifications and plans. Coordinates work with contractors, maintains contact with residents, coordinates testing, field measures the completed work, reviews and recommends change orders. May be required to work late and/or after hours.
  • Coordinates street and utility work with private utilities, contractors, residents, and Village staff.

Acts as a liaison between the contractor, staff, and the general public.

  • Documents daily construction progress.
  • Prepares as-built record drawings of the completed construction projects.
  • Uses the Village’s GIS System to update and maintain records.
  • Performs data collection for public works projects.
  • Receives and attempts to resolve complaints and problems from residents related to Village projects.
  • Inspects and closes out permits issued by the Planning and Development Department, including inspection of completed projects when needed and coordinates with property owners, utility companies, and contractors to track permit status.
  • Creates, maintains, and updates street, stormwater, and utility system records, maps, record drawings, and plans.
  • Assists in review of site plans and stormwater management plans for compliance.
  • Assists Assistant Director with the creation and maintenance of infrastructure inventory.
  • Reviews and recommends progress payments and assists in preparation of change orders.
  • Leads and attends pre-construction meetings.
  • Recommends plan and field adjustments when necessary.
  • Assists with the preparation of the annual mileage map and WISLR Pavement Ratings.
  • Serves in the “on-call” rotation for winter weather operations or other public works emergencies.
  • Assists with the maintenance of the Public Works website.
  • Serves as head supervisor in the department in the absence of the Director and Assistant Director.

QUALIFICATION REQUIREMENTS: To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. EDUCATION and/or EXPERIENCE: Associate Degree in Civil Engineering Technology or similar program; equivalent years of experience to demonstrate proficiency may be substituted for degree; at least three years of experience with construction inspection or civil engineering; experience in construction of streets, sewers, stormwater, and water utility installations and other work pertinent to Public Works projects preferred; knowledge of manual uniform traffic control devices (MUTCD); require valid

Wisconsin Driver’s License.

LANGUAGE SKILLS: Ability to relate to and communicate effectively with others through both verbal and written communication methods. Ability to establish good working relationships with all levels of staff and citizenry, and provide facilitation skills in sensitive, emotional, or hostile situations. Ability to gather, analyze, interpret, and present technical data in clear and concise reports and make recommendations.

MATHEMATICAL SKILLS: Ability to calculate figures and amounts such as percentages, fractions, decimals, volumes, ratios, present values, and spatial relationships. Ability to apply concepts of basic algebra and geometry. Ability to interpret complex descriptive statistical reports.

REASONING ABILITY: Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagrammatic or schedule form. Ability to work well under pressure and handle stressful situations, set priorities, managing time and resources to meet deadlines, and accomplish results with changing demands and minimum supervision.

CERTIFICATES, LICENSES, REGISTRATIONS: Not required, but preferred for individual to possess a valid

Wisconsin Commercial Drivers License (CDL).

OTHER SKILLS AND ABILITIES: Working knowledge of Microsoft Office software; practical knowledge of principles and practices of civil engineering; ability to prepare and present a variety of technical reports; specifications and contracts for public works projects; knowledge of municipal development; knowledge of construction procedures, project estimating, final quantity computations, bid tabulations, and project management; ability to organize and prioritize a large number of projects at one time; ability to work independently in a team environment; ability to work well with the public, contractors, and other staff; have a thorough working knowledge of Standard Specifications for Sewer and Water (Green Book).

While performing the duties of this job, the employee is regularly required to stand, walk reach with hands and arms, and talk or hear. The employee frequently is required to use hands to finger, handle or feel objects, tools or controls and stoop, kneel, crouch or crawl. The employee is occasionally required to sit, climb or balance, and taste or smell. Ability to climb ladders, frequently climb stairs, operate in confined spaces, walk through constructions sites, occasionally crawl, frequently bend and twist and routinely traverse irregular surfaces. Ability to pry open manhole lids and catch basin grates. Specific vision abilities required by this job include close vision, distance vision, peripheral vision, depth perception and the ability to adjust focus.

The employee must exert light physical effort in sedentary to light work in an office environment for 2-4 hours per day sitting, and 4-6 hours per day is spent in the field on construction sites standing for an extended period of time, and/or working near live traffic. The employee must occasionally lift and/or move up to 50 pounds.

Ability to work in and perform physically laborious movements in various Wisconsin weather conditions from heat and rain to snowy and icy conditions.

Ability to work under generally safe and comfortable conditions where exposure to environmental factors such as repetitive computer keyboard use, irate individuals and intimidation may cause discomfort and poses limited risk of injury. Must have ability to spend part of each day in the field

where work is dusty, noisy (moderate to loud), and hazardous alongside heavy equipment and/or live traffic.

This position will require work outside of regular business DPW hours. Some work will be performed in an office environment, which has a low noise level.
