Job Description
GRADE14 LOCATION OF POSITIONMDH/Prevention and Health Promotion Administration, Infectious Disease Prevention and Health Services Bureau/Center for Harm Reduction Services, Baltimore, Maryland Main Purpose of JobThe Maryland Department of Health (MDH)’s Infectious Disease Prevention and Health Services Bureau (IDPHSB) is dedicated to primary and secondary prevention of HIV transmission in Maryland. In partnership with impacted communities, the Bureau develops, funds and evaluates effective Adult Viral Hepatitis, Sexually Transmitted Infection, and HIV prevention and treatment programs. The IDPHSB also provides training, support and technical assistance, in order to develop the capacity of agencies and individuals to successfully deliver those interventions and services.
The Center for Harm Reduction Services (“The Center”) is located within the IDPHSB. The Center works with Local Health Departments (LHDs), law enforcement agencies, non-profit organizations, substance use disorder treatment providers, social services, and other partners to build capacity for, and support of, harm reduction programs. The Center also administers the Overdose Response Program, which provides community access to the overdose reversal drug Naloxone and authorizes new Syringe Services Programs which provide sterile injection equipment to people who use drugs.
The main purpose of this full-time contractual position is to coordinate the planning, implementation and promotion of tailored educational messages and training which are driven by community engagement and input from people who use drugs. This position will support outreach and messaging for Center events and conferences. Also, under the supervision of, and with the approval and support of, the Education Coordination Manager, this position will use professional communications experience and public health knowledge to facilitate educational campaigns aimed at reducing overdose. Such campaigns will promote increased safety and health for people who use drugs, as well as amplify resources available throughout the State of Maryland.
Additionally, this position will maintain communication with vendors who are contracted to support message development and resource design. Finally, this position will work closely with staff members of the Center to align their efforts and connect education campaign activities with ongoing grantee and stakeholder programs, along with outreach and capacity development efforts. MINIMUM QUALIFICATIONS

Education: A Bachelor’s degree from an accredited college or university in Public Health Education, Community Health Education, or Health Science.

Experience: One year of experience planning, developing, implementing, and promoting health education projects.

Notes:

1. Candidates may substitute a Bachelor’s degree from an accredited college or university, with a minimum of 18 credit hours in Public Health Education, Community Health Education, Health Science, or a related behavioral science, and two years of experience planning, developing, implementing, and promoting health education projects, for the required education and experience.

2. Candidates may substitute U.S. Armed Forces military service experience as a Commissioned Officer in Health Educator and Community Health classifications, or Health Educator and Community Health specialty codes in the Public Health field of work, on a year-for-year basis, for the required education.

DESIRED OR PREFERRED QUALIFICATIONSThe desired candidate should have professional experience in Public Relations, as well as experience using social media for promotional purposes. The desired candidate should also have experience planning events.

LICENSES, REGISTRATIONS AND CERTIFICATIONSEmployees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland. SELECTION PROCESS

BENEFITS

Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program, have a current employment contract, and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents. As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits.

You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.

Leave may be granted to a contractual employee who has worked 120 days in a 12-month period. This leave accrues at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year.
