Job Description
Overview: The Clinical Director will oversee the operations of the Front Door Diversion Program and the Comprehensive Class Member Transition Program’s Intake, Assessment, Outreach and Engagement, and SOAR teams. They will assist the Executive Clinical Director in overseeing the implementation of the Front Door Diversion Program and the Williams and Colbert Consent Decree Programs. They will oversee operations, staffing, and service delivery of these departments, teams, and programs to ensure smooth transition for class members into the community.
The Clinical Director will directly supervise the Front Door Diversion (FDD) Manager, and the Assessment, Intake, and SOAR Program Manager. They will manage employee workflow ensuring that individuals receiving services are receiving optimum continuity of care with favorable outcomes per federal, state, accrediting, funding, and organizational requirements. They will ensure high quality services are provided to all clients (class members and non-class members) receiving services from all teams. The Clinical Director will provide and ensure their teams provide client-centered, strengths-based, and trauma-informed services to clients with severe mental illness and co-occurring substance abuse/addiction utilizing a harm reduction approach. Responsibilities:
  • Direct the development and programming operations for the organization that consists of Medicaid and grant funded services
  • Direct program operations for Front Door Diversion services for clients in need of community based care coordination, Rapid Reintegration from nursing facilities, and organize efforts across other teams and programs as needed.
  • Ensure timely and seamless flow of new clients into the organization.
  • Ensure Front Door Diversion, Assessment, Intake, and SOAR grant reporting is completed on schedule.
  • Ensure compliance and report on all contract/grant performance measures and outcomes to funding entities. Engage with the Illinois Department of Human Services, the Department of Mental Health, and other community partners as needed.
  • Analyze and use program outcomes to evaluate program effectiveness and make changes in programming and/or service delivery models. Identify, develop, and monitor new programming and/or service delivery initiatives; and ensure they are aligned with organizational goals.
  • Make recommendations for additional services and/or resources to state and other stakeholders. Apply for additional funding opportunities to expand programming
  • Develop and maintain working relationships with Nursing Facilities assigned to the Trilogy Prime Network and Rapid Reintegration Program to support collaboration and positive communication.
  • Communicate the mission and vision of the organization effectively through leadership with both internal and external employees and partners.
  • Establish and maintain strategic working relationships with internal and external stakeholders at all levels.
  • Provide effective supervision, coaching, guidance, and training to assigned employees to provide quality services to clients. Identify training opportunities and facilitate employee improvement. Ensure continued education and training of employees to strengthen services provided.
  • Provide on call assistance and consultation to Program Manager and Directors.
  • Anticipate risk management issues and provide resolution prior to risk becoming an organizational issue. Initiate program incident notifications as necessary.
  • Serve as subject matter expert, providing training, and conducting focus workgroups on various topics. Lead and participate in meetings, committees, and workgroups.
  • Establish workflows to ensure compliance with state and local requirements and ensure sites are prepared for state audits

Qualifications:
  • Must have received or be willing to receive the COVID-19 vaccination and booster by the date of hire to be considered. Proof of vaccination required.
  • Masters’ Degree in Social Work, Psychology, Counseling, or health related field required
  • Licensed Clinical Professional Counselor or Licensed Clinical Social Worker in Illinois highly preferred. Nursing and Occupational Therapy disciplines also considered.
  • Minimum four years’ experience working with people with mental health illness and/or substance abuse diagnoses
  • Minimum two years of demonstrated supervisory/leadership experience
  • Valid Illinois driver’s license with daily access to a well-maintained vehicle with $100,000/$300,000 liability insurance
  • Experience leading large teams/programs situated in multiple locations
  • Excellent interpersonal and communication skills; and ability to engage with stakeholders at all levels.
  • Contract and grants management skills preferred
