Job Description

Reporting to the Senior Vice President – Finance/Chief Financial Officer, UCSF Health (UCSF CFO) with a matrix relationship to the President, UCSF Health Affiliates Network and Chief Strategy Officer, this leader will provide the financial strategic leadership and management to drive optimal performance and support growth objectives of the UCSF Affiliates Network. The CFO, Affiliates Network is a member of the senior management team and must reconcile strategic priorities and resources to ensure that the affiliate network operates efficiently, with consistency and synergy, and maintains established financial standards within the framework of the UCSF Health mission and values.

Under the general direction of the President, UCSF Health Affiliates Network and Chief Strategy Officer, and the UCSF CFO, this position has responsibility for:

The CFO, Affiliates Network will work closely with leadership across the integrated health system as a strategic advisor to executive leadership, chairs and faculty and works to position the entities and business lines for financial viability, identifying problem areas, bringing in appropriate participants as needed, and reaching successful resolutions.

The role serves as an expert resource to the Affiliates Network identifying areas of strategic opportunities, preparing and validating financial business plans as well as evaluates risks, alternatives, and contingencies; advising senior management on budget and financial issues; contributing to hiring and other personnel decisions involving Affiliates Network staff.

The CFO, Affiliates Network supports decision making and involves the provision of patient-level financial and clinical data and analysis to inform operational, financial and strategic decision making. Includes the development of a case-based operating budget for patient volume, detailed utilization projections and gross revenue. In collaboration with the shared service center, the role oversees the service line profitability reporting, the cost accounting system, and the decision support system integration of clinical and financial data in a patient-centric repository. In addition, the CFO, Affiliates Network provides for the measurement and interpretation of benchmarking of business operations in relation to best business practices for the healthcare industry and internal business objectives and value improvement initiatives.

The role ensures a high level of financial coordination between the School of Medicine, Dean’s Office, Faculty Practice and broader Health System. The CFO, Affiliates Network is regarded as the finance executive over the Affiliates Network, is the designated reviewer of significant finance transactions, and negotiates with outside third-parties on the Affiliates Network’s behalf.

Responsible for the overall financial viability of the institution, the CFO, Affiliates Network maintains a financially stable posture while facing a variety of changing government regulations, which affect the utilization and reimbursement of health care services. The position must work with management staff in developing major financial plans, including capital expenditure programs, while establishing and monitoring financial plans and budgets in general.

This position is responsible for all budgeting and financial forecasting and feasibility studies. The CFO, Affiliates Network directs UCSF Health’s long-range financial planning efforts and serves as a liaison with all governmental and non-governmental bodies that affect UCSF Health’s current and potential financial situation.

The CFO, Affiliates Network is responsible for partnering with the operational leaders to provide financial information for decision-making with a focus on cost management, revenue enhancement, and benchmarking comparisons. This position has frequent contact with all levels of management and employees providing both an advisory and ongoing training and support service in the use of the health system’s financial data. Promoting a customer-service focused department to meet the customer’s financial needs, the CFO, Affiliates Network will ensure that the financial staff understands the operational scope of service provided by each department and primary business relationships.

The CFO, Affiliates Network works closely with the UCSF Health Chief Accounting Officer, VP Revenue Cycle, VP Reimbursement Services, and Executive Director of Shared Services and takes responsibility for the accuracy and underlying drivers of financial information and reports. This position presents and interprets financial information on a regular basis to Senior Management, UCSF Health Committees, and Governance Boards.

The CFO, Affiliates Network in conjunction with the UCSF Health COO, Affiliates Network and CMO, Affiliates Network, is responsible for continuous performance improvement and for reporting regularly on the opportunities and risks they have identified, the strategies and initiatives they are implementing and the performance, compared with budget, benchmarks and prior performance that they are achieving as a result.

This leadership role regularly engages in a wide variety of issues, including relationship development, implementation of partnership objectives and vision, business plans, oversight of financial management and best practice sharing between UCSF Health and affiliate organizations, and provides assistance to ensure successful network development affiliations/joint ventures/acquisitions and affiliate integration.

These areas of responsibility and role priorities are considered fluid and may change temporarily or permanently to meet the needs of the organization.

Department Description

UCSF Health’s Office of Strategy and Health affiliates is charged with leading and executing the strategic planning and business development for UCSF Health as well as facilitating the integration and alignment of the UCSF Health Affiliate Network. The strategy and affiliates team is highly collaborative and implements an engaging approach to improve UCSF Health’s market position and top line revenue and bring to fruition the many joint ventures and alliances it has established in support of its strategic vision.

Required Qualifications

  • Proven highly successful network and affiliate development leadership and a minimum of five (5) years of executive experience in a large complex tertiary health system or academic medical center
  • Bachelor's degree in related area and / or equivalent experience / training
  • Expert knowledge of physician practice delivery models, business and strategic planning, and organizational development
  • Knowledge of clinical, financial, and business information technology software, hardware, tools, techniques, and systems
  • Experience and knowledge in working with governance including Governing Board direct experience
  • Ability to present complex information in a concise, yet comprehensive manner to Board members and medical staff, community leaders and employees
  • Knowledge of appropriate professional standards for the multidisciplinary team
  • Ability to pursue multiple goals, analyze complex issues, facilitate change in response to a dynamic environment, and communicate effectively at all levels of the organization
  • Excellent interpersonal, communications, public speaking, and presentation skills. Must demonstrate excellent consensus building skills and be able to navigate political landscapes
  • Demonstrated ability to plan, execute and evaluate change. Ability to make decisions based on fact and sound judgment, business acumen and the mission, vision and values of the organization. Expert ability to establish and utilize metrics to drive excellence, support operations and facilitate integration
  • Flexibility to orient and work at all UCSF Health locations

Preferred Qualifications

  • Master’s degree in health administration, business, finance, or equivalent
  • CPA
