Notes to ApplicantsThe Capital Program Consultant position, within the Corridor Program Implementation Office, will participate in a cross-functional team to develop and implement the I-35 Cap and Stitch Program. Because the Texas Department of Transportation is proposing reconstruction of I-35 through their Capital Express Central project, Austin has a unique opportunity to create better multimodal connections between east and west Austin and to construct large decks or caps through downtown. Cap and stitch infrastructure provides opportunity for amenities that celebrate and connect all Austinites and can make important strides toward unifying our downtown and mending the divide between east and west Austin. This position will be a part of the I-35 Cap and Stitch team within the Corridor Program Office (CPO) and will work in a lead capacity with CPO’s Executives and our Consultants. The successful candidate will provide capital project development and implementation consulting and will assist with consultant contract management and deliverables oversight.

1. Maintains knowledge of the City’s Capital Improvements Program and how the CIP is utilized to carry out the strategic objectives of the City of Austin.
2. Maintains knowledge of key capital program issues facing the City of Austin.
3. Oversees and monitors progress of City’s portfolio of bond projects and conducts portfolio management activities.
4. Participates in the City’s CIP planning and review processes.
5. Produces reports from CIP Program data and provides analysis of the information for use in decision making.
6. Monitors CIP project and program issues from an organizational perspective and when required, assist in resolution.
7. Monitors CIP operating procedures, policies, and ordinances to ensure CIP compliance
8. Monitors the City’s CIP project portfolio for legal, regulatory and initiative compliance
9. Develops and conducts training for City personnel involved in the CIP Program
10. Provides technical advice and assistance to city management as necessary,.
11. Meets with city management and staff as required to resolve CIP project issues, using subject matter judgment and expertise
12. Coordinates and collaborates with other agencies, departments, divisions involved in or affected by the City’s CIP portfolio.
13. Attends City Council, board meetings, etc. as City staff representative
