Job Description
The purpose of the Campaign Planner is to provide subject matter expertise, analysis, and recommendations on multi-regional security and geopolitical issues, coordinate interagency campaigns, operations, and programmatic management for the Global Engagement Center.

Role and Responsibilities
- Operates with a high level of independence in planning, organizing, and carrying out assigned responsibilities, including defining requirements, initiating contact and coordinating activities with other organizations.
- Helps formulate strategies and specific content for CPD campaigns and operations.
- Defines information requirements, monitors progress, and reports on important global developments.
- Assists in the development, implementation, and evaluation of operational requirements and coordination approaches that advance GEC mission objectives with State, interagency partners, and, as appropriate, foreign governments in support of the Global Coalition to Defeat ISIS. Specific activities include organizing, conducting, and reporting the outcomes of meetings, working groups, and related activities and involving GEC support to relevant task forces and interagency liaison events.
- Develops and maintain relationships with his or her counterparts with appropriate offices and bureaus.
- Assists in leading efforts at the interagency level to develop and maintain relationships with USG elements with capabilities and equities in the counter-disinformation space.
- Coordinates and plans CPD campaigns, activities, programs, and events with international counterparts, organizations, and coalitions in various regions to further the GEC CT mission.
- The incumbent performs other duties as assigned.
Required Skills
Preferred Qualifications and Education Requirements
- Knowledge of the theories and principles of political science, international relations, economics, history, geography, or other related disciplines applied in analyzing and evaluating factors and conditions involved in the administration of U.S. foreign policy programs.
- Developed strategic impact indicators, metrics and evaluation, measures of effect, etc. in relation to strategic plans or significant government programs.
- Facilitated and lead discussions with USG interagency, foreign governments, and non-governmental partners.
- Developed project work plans.
- Experience and skill in designing, leading, and developing government planning processes at the strategic, operational, and tactical/field levels.
- Skilled in application of fact-finding and investigative techniques; oral and written communications; and development of presentations and reports.
- Knowledge of strategic communications, influenced operations, and communications in program design to guide and plan campaigns and projects within the purview of the office.
- Knowledge of information and messaging programs to provide advice and guidance to policy implications of issues and developments in an assigned specialty area.
- Press and communication strategies to provide expert advice and guidance to policy implications of issues and developments in an assigned specialty area.
- Knowledge of current U.S. foreign policy objectives and programs to assess the relevancy and implications of global social, political, economic, geographic, and military issues, developments, and events affecting the formulation and execution of U.S. and coalition counter-messaging policy.
- Knowledge of U.S. foreign affairs information sources, processes, and organizations to apply the full range of available information resources and capabilities in supporting the needs of the Department.
- Provided advice, guidance, and consultation in interpretation and application of analyses.
- Skilled in oral and written communication to prepare and present analyses, provide guidance, solicit information, defend proposals, and negotiate agreements.
