The Small Business Administration (SBA) Loan Closer/Secondary Market Specialist role plays an integral role in the execution of new loans at Citizens Bank. Under the supervision of an experienced SBA manager, this role involves thorough and organized review of all credit approvals, preparation of internal SBA documents, including the SBA loan authorization, ordering and review of supporting due diligence materials as well as the review and validation of loan documents prepared by outside legal counsel. This position will also manage the loan sale process for loans sold on the secondary market, including serving as the bank's liaison with vendors, secondary market investors, the SBA and their regulatory processor for the bid solicitation and award process, tracking, monitoring and reporting, and secondary market loan sale closing and booking. This position requires an thorough understanding of the various SBA forms and requirements. Additional requirements involve the external correspondence with third parties in order to facilitate the placement of loans with external parties. The position requires independent judgment calls as well as routine decision making in close consultation with the immediate supervisor and the ability to prioritize.
The Specialist is responsible for ensuring that initial loan booking, as well as secondary market loan booking is completed in a thorough and accurate manner, in adherence to defined procedures. Organization, attention to detail, and efficiency are key requirements in order to perform the day to day responsibilities in an accurate and timely fashion.
While the nature of the work follows a repetitive path, every transaction is unique. The ability to learn and understand the requirements of a transaction with assistance as necessary is a critical aspect of the role. Previous work experience in a loan servicing role, together with extensive experience in commercial loan documentation is critical for the successful execution of the role.
The Specialist will interact with Relationship Managers as well as underwriters, portfolio managers and other internal support departments, as well as external vendors and attorneys. This position will require multi-tasking and cross training within the department.
Primary responsibilities include:
- Review of credit approval and drafting initial closing checklist requirements for use by internal colleagues and external counsel. Direct external counsel and internal parties through the closing process and resolve issues/discrepancies quickly and efficiently, utilizing judgment to escalate when necessary. Solicit and award bids to secondary market bidders, including tracking and reporting on same and acting as liaison with vendors, secondary market bidders/purchasers and the SBA's regulatory agent for secondary market processing. Prepare all loan sale documents, including the mathematical calculations required therein. Act as liaison with the Bank's Commercial Loan Operations to insure that all loans are initially booked, sold, and re-booked once sold on the secondary market. Perform quality control functions on outside counsel documentation to insure adherence with credit approval and bank policy.
- Maintain tracking and monitoring of loans sold or to be sold in the secondary market, some ad hoc reporting.
- Act as SBA SME for retail underwriting channel on SBA SOP; coordinate interaction with business partners to ensure SBA program integrity
- Prepare and maintain all procedures for established role, including recommendations for continuous process improvement
- Serve as Portfolio Management liaison; process loan modification requests on SBA loans; perform all duties necessary to buyback loans from the Secondary Market, including direct interaction with the SBA's fiscal transfer agent and having the loans properly re-booked on the bank's systems
Qualifications
Required skills/experience:
- Background in SBA loan closing, servicing and administration requirements
- Software Application knowledge must include: Word, Excel, Outlook, E-tran and CAFS
- Highly motivated and is team-oriented
- Solid communication skills, able to articulate effectively via email and phone communication is essential
- Able to provide exceptional customer service and to effectively communicate with customers, colleagues, and with all levels of management
- Strong organizational skills with the ability to manage multiple priorities in a time sensitive environment.
- Able to work in a collaborative team environment
- Ability to learn department computer applications and systems
Preferred skills/experience:
- Paralegal training and experience
Education:
- Bachelor's Degree preferred but not required

Hours per Week: 40
Work Schedule: 8:30AM - 5:00PM, Monday - Friday
