Job Description
    DutiesSummary

    This position is located in the National Oceanic and Atmospheric Administration (NOAA), National Ocean Service (NOS), Office of Coast Survey (OCS) with one vacancy in Silver Spring, MD.

    Responsibilities

    As a Budget Analyst, you will be performing the following duties:

    • Create Budget Operating Plans (BOPs) and ensure value is consistent with allotments, NOAA budget and financial policies, and monitor budget execution activities to achieve at least 90% spending to plan during the first 3 quarters and 98% during the 4th quarter.
    • Conduct regular analysis of spending to ensure consistency with operating plans and allotments; create and disseminate budget and financial analysis reports; and provide monthly and quarterly NOS-wide (National Ocean Service) financial reporting information including information for quarterly budget reviews.
    • Establish project and task codes for financial tracking and reporting; review fiscal health of NOS Financial Management Centers and work with them to identify future financial plans.
    • Assisting in the creation and delivery organization wide presentations and written direction on budget/financial matters.

    Occasional travel - Up to 5% of domestic travel may be required for this position.

    Qualifications

    Qualification requirements in the vacancy announcements are based on the U.S. Office of Personnel Management (OPM) Qualification Standards Handbook, which contains federal qualification standards.     EDUCATION: There is no positive education requirement for this position.

    SPECIALIZED EXPERIENCE: Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government.

    Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

    To qualify at the ZA-4 or GS-13 level:

    SPECIALIZED EXPERIENCE: Applicants must possess one full year (52 weeks) of specialized experience equivalent to the ZA-3 or GS-12 in the Federal service. Specialized experience MUST include all of the following:

    • Reviewing budget estimates, justification statements, and execution plans for office programs in preparation of budget development;
    • Utilizing automated financial and reporting systems to input, review and analyze cost data to prepare and track monthly financial reports; and
    • Providing recommendations for priorities for use of financial resources in support of budget submissions and/or ensuring executions are in line with program plans.

    • Ability to analyze organization-wide budget/financial data and identify solutions to complex organization challenges.
    • Ability to gather information from a variety of sources to develop financial plans, perform analyses on discrepancies and actual obligations and develop rationales and options for corrective action by management.
    • Ability to create and deliver organization-wide presentations and written direction on budget/financial matters.
