Job Description

The Budget Analyst is part of the Facilities Business Operations Center (BOC) at Vanderbilt University and is a key individual contributor responsible for construction accounting including but not limited to reviewing lien waivers, contracts, accounts payable, accounts receivable, and owner billing for capital and renovation projects. Reporting directly to the Director of Finance-Administration, Facilities Services , the Budget Analyst interacts regularly with all BOC, Campus Planning & Construction (CPC) project managers, with other partners across campus, as well as external vendors.

The Budget Analyst will be responsible for reviewing monthly AIA G702 pay applications submitted by various Construction Management (CM) firms on various projects. This position is also responsible for reconciling owner purchase orders and ensuring compliance with contract terms specific to each project. This position will be the point person for invoicing questions on capital and renovation projects. The Budget Analyst will work collaboratively with the entire Facilities team to ensure pay applications and invoices are submitted accurately and in accordance with the underlying contract.

Duties and Responsibilities

Pay application auditing

  • Become familiar with the financial aspects of project contracts
  • Review and verify the G702 calculations (including previously billed), labor burden, time sheets, change orders, general conditions, retainage, escrow balances, owner purchases, CM reimbursable expenses, CM fee, and CM overhead details on each pay application
  • Investigate variances and discrepancies by working directly with the CM firm via eBuilder
  • Coordinate with Project Managers to verify their final review and subsequent payment of each pay application.
  • Follow up with Project Manager to ensure information is returned in a timely manner
  • Work with each Project Manager as needed to ensure timely Owner billings and payments
  • Serve as liaison with external pay application auditors, as needed

Contract auditing

  • Ensures contracts are consistently administered regarding financial compliance in accordance with laws regulations, rules, policies, procedures, and best business practices
  • Develops and manages a system for capturing lessons learned from internal and external audits.
  • Establishes, manages, and facilitates a system for appropriately communicating those lessons learned throughout the division.

Project reconciliation

  • Completes monthly project reconciliations between eBuilder and Oracle.
  • Maintains an extensive understanding of institutional and departmental policies, especially regarding University capitalization policy.
  • Assists project managers with eBuilder process flow to Oracle, including troubleshooting, continuing education, and other assistance.

Qualifications

  • Bachelor’s degree from an accredited institution of higher education is required , preferably in finance or accounting.
  • Experience in capital and renovation projects, and higher education is strongly preferred .
  • Strong computer skills specifically in Microsoft Office, Oracle, and eBuilder is highly desired .
  • Strong interpersonal skills including the ability to work effectively with a wide range of constituencies in a diverse community is highly desired.
  • Strong organizational skills is highly desired.
  • Ability to perform complex tasks and to prioritize multiple projects.
  • Ability to make administrative/procedural decisions and judgments.
  • Ability to communicate effectively both orally and in written format.
