This position is in the Office of General Counsel of United States International Development Finance Corporation (DFC), the U.S. Government's development finance bank.
Responsibilities
The successful candidate will serve as an Assistant General Counsel and will provide legal service, counsel, recommendations, reviews and opinions regarding all functions and activities of DFC, as appropriate, to assigned areas of responsibility at any given time. The potential areas of legal service embrace all administrative and federal laws applicable to DFC, among other things, appropriations/fiscal law, The Federal Credit Reform Act, equal employment opportunity law, federal procurement, federal records, freedom of information and confidentiality matters, real estate, facilities and federal workplace matters, travel, privacy, ethics, social media, IT security, constitutional law, torts, and taxation.
The successful candidate identifies and analyzes problems and renders legal opinions on complex legal questions including questions which implicate multiple areas of law for which there is often no clear legal precedent. Participates and contributes to the development of protocols, procedures and policies on all matters affecting DFC programs and administration. Exercises independent judgment and discretion in formulating responses to novel legal issues, often involving matters of first impression that may involve substantial monetary sums. The legal advice provided often is precedent setting with program wide implications. The candidate will render advice and recommendations to all levels of the organization, including the Board of Directors, CEO, and Vice Presidents, as appropriate.

Basic Requirements: Applicants must (1) be a graduate of an accredited law school with an LL.B. or J.D.; (2) be a current member of a bar with a valid license to practice law in a state, territory of the United States, District of Columbia, or Commonwealth of Puerto Rico; and (3) meet all specialized experience requirements as described below.
Specialized Experience: Applicant must possess at least 5 years of experience advising on legal and policy matters consistent with the intent of the law. Knowledge of most aspects of federal statutory and case law, executive orders, rules, regulations and policies. Mature professional judgment and a high degree of initiative and ability to communicate effectively with others in an advisory capacity and administrative experience showing maturity and reliability of judgment in interpreting and applying broad policies and in reaching sound decisions.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. EducationApplicants must be a graduate of an accredited law school with an LL.B. or J.D.
