Job Description

SALARY: $65k - $105k

Sound Transit is transforming the region, with system expansion projects taking place through 2040, we will more than quadruple the current service area. The Associate Project Manager provides key project support during planning, design and construction of projects to the Light Rail Vehicles (LRV) and existing facilities Buildings Infrastructure (BILD) project team. This role will liaise with consultants/contractors and interagency stakeholders to provide daily coordination, reporting and support. The ideal candidate holds a Bachelor’s Degree in civil engineering, urban planning, transportation, public policy, public administration, or closely related field and has two (2)+ years of public transit, project management, rail vehicle engineering OR equivalent experience.

GENERAL PURPOSE:

Under general direction, this role supports the planning, design, and construction functions for an assigned project. This position will assist in a variety of program and project management tasks, aid in performing project management activities for assigned projects, including participation in development of scope, coordination with consultant/contractors, contracts, and communication; interagency partnership agreements; and in coordination with the Project Director(s) and/or Manager(s), provides daily coordination with work of assigned matrixed staff, consultants, and contractors.

ESSENTIAL FUNCTIONS:
The following duties are a representative summary of the primary duties and responsibilities. Incumbent(s) may not be required to perform all duties listed and may be required to perform additional, position-specific duties.

  • Assists in the management of project tasks and agreements with responsibility for monitoring and preparing project scope, schedule, and budget; verifies submittals including monthly reporting; monitors schedules; participates in the development of task and/or agreement scope, schedule, and budget; and coordinates project relevant public outreach efforts.
  • Manage consultant task orders, contracts or specified deliverables, coordinate procurements, and/or manage contractors during construction with support and guidance from Project Director(s) or Manager(s).
  • Assists in managing preparation of project documentation: ensures project development, planning, and activities are coordinated with project staff. Distributes project development documents, tracks and compiles reviewer comments, and follows up on comments to submittals, drawings and specs reviews, etc.
  • Assists in developing and negotiating interagency and partnership agreements, including budgets, to accomplish project development.
  • Researches topics for the department and tracks work, writes memos, prepares spreadsheets and summary documents for that research work.
  • Collects, reviews, interprets, and inputs staff comments into required spreadsheets and SharePoint sites. Establishes and maintains permanent hard files and soft (SharePoint) copies of project files.
  • May serve as a point-of-contact for the project within the Design, Engineering, & Construction Management (DECM) coordinating with staff in the Planning, Environment, & Project Development (PEPD) department and Operations departments throughout the project life cycle.
  • Assists in communicating with project stakeholders including the general public, neighborhood groups, businesses, property owners, and other community members to keep them informed about the status of the project; serves as a technical contact and responds to requests for information from other agencies and the general public; participates in community outreach and education activities, such as writing and/or reviewing written and website materials and participating in public events; and prepares and makes presentations to a variety of stakeholder groups representing diverse needs, interests, and concerns.
  • Provides support to the Division on matters as directed; prepares and presents staff reports and other necessary correspondence; attends and participates in professional group meetings; maintains awareness of new trends and developments in the fields related to area of assignment; incorporates new developments as appropriate; ensures processes, policies, and practices are interpreted and applied consistently and effectively; ensures accountability and compliance with all current and applicable state and federal laws, Agency policies and procedures, rules and regulations.

MINIMUM QUALIFICATIONS:

Education and Experience:
Bachelor’s Degree in civil engineering, urban planning, transportation, public policy, public administration, or closely related field and three years of experience in public transit, project management, development of intergovernmental agreements, transportation planning, engineering and two years of experience in project level support preferably in engineering or project management related fields; OR an equivalent combination of education and experience.

Required Licenses or Certifications:
Valid state driver’s license.

Required Knowledge of:
  • Operations, services, and activities of high capacity transit systems.
  • Transportation and transit planning and related design concepts and policy issues as may be appropriate.
  • Planning and transportation project development principles and practices.
  • Project management techniques and principles.
  • Principles and procedures of record keeping.
  • Methods and techniques of data collection, research, and report preparation.
  • Principles and applications of critical thinking and analysis.
  • Third party negotiation, consensus building principles and practices, public involvement tools and strategies, and conflict resolution.
  • Pertinent federal, state, and local laws, codes, and regulations, including environmental review processes and SEPA/NEPA environmental laws.
  • Principles of business letter writing and basic report preparation.
  • English usage, spelling, grammar, and punctuation.
  • Modern office procedures, methods, and equipment including computers and computer applications such as word processing, spreadsheets, and statistical databases.
  • Familiarity with principles of project budget preparation and administration.
Required Skill in:
  • Utilizing personal computer software programs affecting assigned work and in compiling and preparing spreadsheets and reports.
  • Establishing and maintaining effective working relationships with other department staff, management, vendors, outside agencies, community groups, and the general public.
  • Interpreting and administering policies and procedures sufficient to administer, discuss, resolve, and explain them to staff and other constituencies.
  • Completing project development duties for projects started by others and in a variety of stages in the project life-cycle as assigned.
  • Managing and completing multiple tasks, setting objectives/goals, and re-prioritizing as needed.
  • Adapting to changing project assignments as needed to balance workloads and achieve other Department objectives.
  • Negotiating and identifying solutions that balance the Agency’s interests and those of the negotiating partner(s), within financial capacity and other constraints, as directed.
  • Conducting research and analysis and providing appropriate recommendations based on findings.
  • Interpreting technical information for a variety of audiences.
  • Developing and delivering presentations and presenting ideas and concepts orally and in writing.
  • Responding to inquiries using effective oral and written communication.
  • Working cooperatively with other departments, Agency staff, and outside agencies.
Physical Demands / Work Environment:
  • Work is performed in a standard office environment.
  • Subject to standing, walking, bending, reaching, stooping, and lifting of objects up to 25 pounds; may occasionally be exposed to dangerous machinery, extreme weather conditions, or physical harm when working in the field.
