The City of Bend Planning Division is currently seeking (1) regular, full-time Associate Planner. This position is non-represented and FLSA exempt from overtime.
This professional position performs routine and complex planning activities involving knowledge and understanding of the physical, social and economic concepts underlying planning work. The duties require effective communication with the public, city staff and members of other planning agencies. This position will be assigned to assist the public at the Permit Center, will process planning applications and may represent the city at meetings. Work is performed in accordance with established procedures under the general supervision of the Planning Manager or designee. Assignments will require the exercise of independent judgment and discretion within the latitude appropriate to the position.This recruitment will also be used to determine an eligibility list for upcoming vacancies at various levels for up to 12 months. The eligibility list may be canceled at anytime, at the discretion of the City.

Prepares and presents written, oral, and visual reports including recommendations to City Council, Planning Commission, interest groups, and citizens regarding planning projects.
Prepares staff reports on full range of planning issues following accepted practices and procedures, applying judgment and interpretation of subtle aspects of the regulations.
Assists in developing public land use policy.
Assists in maintaining and updating the City's comprehensive plan and implementing ordinances in accordance with adopted policies and state land use law.
Reviews development applications for conformance with principles of good planning, compatibility with adjacent developments and for compliance with land use regulations.
Interprets, analyzes and applies the Bend Development Code. Coordinates information with other department/divisions and agencies as required for project management.
Staffs the Permit Center. Answers questions, supplies and interprets both simple and complex planning related information to the public.
Investigates complaints of zoning violations; resolves within scope of knowledge and authority.
Performs special projects and other duties as assigned
Principles, practices and methodologies of current and long-range planning and state land use laws;
Techniques of planning research and municipal and regional procedures involved in urban planning, including understanding of the physical, social and economic concepts underlying planning work;

Education, Experience, Certifications and Licenses Required:
Bachelor's Degree in regional or urban planning and/or closely related field and 3-5 years of professional experience in the planning field are required; or an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above.

Physical Requirements
Work is principally sedentary and performed in an office setting with controlled environmental conditions where there are frequent interruptions with occasional fieldwork. Office settings involve use of computers and other office equipment. There is occasional need for extended work hours.
