Broughton Hospital is currently recruiting for an Assistant Chief Executive Officer (ACEO) to assist the Chief Executive Officer (CEO) with the daily management of Broughton Hospital and its 1,400 employees. This position will assist in providing leadership and establishing goals and priorities for the hospital in accordance with standards and regulations and will work with department and hospital leadership to ensure the hospital operates in an efficient manner to provide the highest quality of care within budget requirements. The ACEO will assume a leadership role in strategic planning efforts and hospital clinical initiatives and will respond to internal and external changes in the current environment, including implantation of Governing Body directives and requests from stakeholder groups such as Disability Rights of North Carolina (DRNC), Local Management Entities/Managed Care Organizations (LME/MCO’s), and the Legislative Oversight Committee. This position will also assume a leadership role in operational planning efforts and policy development; will oversee special projects as they arise; and will make assignments to various departments to ensure special projects are successfully carried out.
The ACEO will directly supervise the Psychosocial Treatment Director, Facility Engineering Director, Environmental Service Director and the Nutritional Services Director. This individual will also provide oversight of the Safety Officer; will review adverse events and problematic issues; and will subsequently initiate action to ensure appropriate resolution to ensure the safety of patients and staff.
The ACEO reports directly to the CEO and may require additional hours when needed to provide on-call coverage and direction for the hospital. This position is designated Mandatory and must report or stay over during adverse weather events.
Key duties and responsibilities include:
- Assists the CEO in the overall operations of the hospital, including annual operational planning, annual goals and objectives, financial/budgetary planning, quality improvement and human resource allocation;
- Reviews and independently initiates action to resolve hospital-wide issues or makes judgement calls after taking steps to identify the problem, research, evaluate and make defensible recommendations to the CEO for his/her review and action;
- Leads the hospital’s strategic planning efforts and assists the Executive Leadership Team (ELT) and Departmental Leadership Team (DLT) in meeting goals and setting appropriate measurements that are in line with the initiatives set forth by the Division and the needs and direction for the hospital;
- Serves as an administrative consultant and resource to all departments and hospital leadership to integrate goals and ensures that all are meeting target dates for completion of objectives and strategies;
- Consults with or directs the efforts of designated staff groups or committees as needed to implement corrective actions;
- Works closely with leadership to establish clear direction to meet goals/objectives and address operational issues;
- Assists in identifying opportunities for improvement in hospital operations and works with the Executive Committee in implementing these improvements and along with the CEO assures all regulatory requirement and certifications;
- Represents the CEO in their absence;
- Fosters teamwork that builds a partnership between the Hospital, citizens of North Carolina and the Division of State Operated Healthcare Facilities (DSOHF);
- In collaboration with the CEO and Departmental Leadership, allocates financial resources across the hospital;
- Works with hospital leadership on annual budget requests for special programs, projects and operations while ensuring that these requests reflect hospital and division strategic plans;
- Coordinates with the Facility Engineering Director all facility operations and capital improvement planning;
- Represents the CEO in lawsuits, grievances, disputes, tort claims and employee/consumer complaints and serves as an arbitrator in administrative conflicts within the hospital;
- Represents the hospital in regional and state lawsuits involving the Attorney General’s Office, providing assistance during State Bureau of Investigation (SBI) reviews, etc.;
- Reviews management investigations and evaluates them for approval of all hospital disciplinary actions as the CEO designee; and
- Works with department heads concerning fairness and consistency in implementing personnel actions and advises on appropriate corrective actions.
About the Facility:
Broughton Hospital operates 382 beds and is one of the three regional psychiatric hospitals with statutory responsibility for operating as part of the Division of State Operated Healthcare Facilities (DSOHF). With the North Carolina Department of Health and Human Services, we provide help and support to North Carolinians, and their families, experiencing mental illness. Our hospital serves the western thirty-seven (37) counties of North Carolina, as part of the state's system of care and treatment for persons with mental illness.
KNOWLEDGE, SKILLS AND ABILITIES / COMPETENCIES:
- Experience providing psychosocial treatment programming to individuals with psychiatric disorders and/or intellectual developmental disabilities
- Experience supervising a large discipline or department that has a direct impact on the care of patients and/or residents
- Experience with Joint Commission accreditation and knowledge of Centers for Medicare & Medicaid Services (CMS) regulations
- Experience assisting with operational budgets
- Experience developing and evaluating strategic plans
- Documented experience organizing, planning and/or overseeing special programs and/or projects
- Experience assessing, developing and/or implementing education service needs for individuals with psychiatric disorders and/or intellectual disabilities
Management Preferences:
- Master’s degree
- Experience working in a Psychiatric setting
- Documented experience developing, implementing and/or evaluating control measures for infectious diseases
- Experience developing, implementing and overseeing emergency management planning efforts, including disaster planning as it relates to the health and safety of patients/residents, staff and visitors
MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS:
Doctoral degree in Clinical Psychology from an appropriately accredited institution and two years of experience in professional level treatment program of people with psychiatric disorders of which at least one year must have been in a supervisory/administrative capacity over a large discipline component having broad impact in a residential program or over a sizable unit comparable to a program unit administrator
OR
Master's degree in Clinical Psychology or related human service professional area from an appropriately accredited institution and five years of the above experience of which one must have been at a comparable supervisory level as defined above
OR
Master’s degree in administrative fields such as Public Health, Hospital Administration, or Business Administration from an appropriately accredited institution and at least six years of the above experience of which one must have been at a comparable supervisory level as defined above; or an equivalent combination of education and experience.
Administering the Class: Law degrees are acceptable substitutes as long as candidate has had experience working in the treatment program for the population being served.

Job Type: Full-time
Pay: $65,373.00 - $117,589.00 per year
