The City of Oceanside is accepting applications for the position of Wastewater Plant Supervisor. There is currently one vacancy in the Water Utilities Department - Wastewater Division.
Under general direction, to supervise and coordinate the operations, maintenance and repair of a wastewater treatment plant and an advanced water treatment plant; to coordinate assigned activities with other divisions, outside agencies and the general public; and to perform a variety of tasks relative to assigned area of responsibility.
An additional stipend of $1.73 per hour for possession of the Advance Water Treatment III Certification. Examples of Duties The Wastewater Plant Supervisor coordinates the organization, staffing and operational activities for the operations, maintenance and repair of a wastewater treatment plant and an advanced water treatment plant; participates in the development and implementation of goals, objectives, policies and priorities; recommends and implements resulting policies and procedures; identifies opportunities for improving service delivery methods and procedures; identifies resource needs; reviews with appropriate management staff; implements improvements; directs, coordinates and reviews the work plan for assigned wastewater and advanced water treatment services and activities; assigns work activities and projects; monitors work flow; serves as lead operator to complete daily maintenance tasks; maintains all process records and enters data into computer system; inspects, monitors and adjusts all wastewater and advanced water treatment processes and procedures; reports all equipment break downs and takes appropriate corrective action; evaluates plant and laboratory data and makes process control changes; evaluates chemical usage and provides cost analyses; maintains and conducts training and safety programs; selects, trains, motivates and evaluates wastewater and advanced water treatment personnel; provides or coordinates staff training; works with employees to correct deficiencies; submits budget recommendations; attends and participates in professional group meetings; stays abreast of new trends and innovations in the field of wastewater and advanced water plant operation; performs related duties and responsibilities as required. Must have thorough knowledge of the operation of the plant’s SCADA system. Must be familiar with reporting requirements of various regulatory agencies. May perform duties of the Chief Plant Operator (Wastewater or Advanced Water) in his/her absence.
Minimum Qualifications Knowledge of:
Operational characteristics, services and activities of a comprehensive municipal wastewater and advanced water treatment plant.
Ability to :
Supervise, direct and coordinate the work of lower level staff.
Experience and Training
Experience: Three years of responsible experience in the operation and maintenance of wastewater, water, or advanced water treatment facilities. Including one year of lead or supervisory experience or at least three years as a Water or Wastewater Treatment Plant Operator III or higher in lieu of lead or supervisory experience.
Training : Equivalent to the completion of the twelfth grade supplemented by specialized training in water science, environmental science or a related field.

As a condition of employment, the incumbent must obtain the listed certifications within the stated timeline from the date of hire.
Internal candidates: Failing to obtain the Wastewater Treatment Plant Operator Grade IV certification issued by the California State Water Resources Control Board within eighteen (18) months after the date of hire for candidate hired with only a Wastewater Treatment Plant Operator Grade III will result in the employee being reverted to their previous classification.
Failing to obtain the Wastewater Treatment Plant Operator Grade III certification issued by the California State Water Resources Control Board within eighteen (18) months after the date of hire for candidate hired with only a Water Treatment Plant Operator Grade III will result in the employee being reverted to their previous classification.
External candidates: Failing to obtain the Wastewater Treatment Plant Operator Grade IV certification issued by the California State Water Resources Control Board within eighteen (18) months after the date of hire for candidate hired with only a Wastewater Treatment Plant Operator Grade III will result in the employee being terminated without right of appeal.

Working Conditions and Selection Process Environmental Conditions : Wastewater and advanced water treatment plant environment; exposure to noise, dust, grease, smoke, fumes, gases, electrical energy, radiant energy, toxic materials, and inclement weather conditions; work in or with water and wastewater. The availability to work different shifts, including weekends and holidays.
Physical Conditions: Essential functions may require maintaining physical condition necessary for standing, walking or bending for prolonged periods of time; heavy, moderate or light lifting; operating motorized equipment and vehicles.
Selection Process : All properly completed applications will be reviewed, and the most appropriately qualified individuals will be invited to continue in the selection process. Failure to provide all required application materials will result in disqualification from the selection process. The process may include any combination of a written exam, oral board exam, and/or skills assessment to further assess job-related qualifications. Candidates who successfully complete the selection process will be placed on the eligibility list for a minimum of six months.
