Summary*
The purpose of this position is to perform the functions and activities associated with the appraisal of properties. This is accomplished by inspecting, collecting and analyzing data, applying appropriate valuation approaches and techniques, reviewing and exercising broad discretion regarding appraised values. Other responsibilities may include assisting in the development of Mass Appraisal Valuation models and schedules; representing the Chief Appraiser in informal meetings and formal hearings; and performing other duties as required. This position will be located in the Business Industrial Property Division - Industrial Property.

Essential Duties and Responsibilities*

- Review and analyze Market Trends by collecting and interpreting secondary sources
- Conduct primary data collection and review of property values using income and expense reviews, analysis, and field visit criteria
- Valuate and equalize assigned classes of property including model and schedule development and testing, property classification, neighbor delineation, cap rate studies, rent and lease analysis, expense analysis, ratio studies, and edit reports for equity analysis
- Process administrative changes
- Communicate with property owners and review problem accounts.
- Assist with correction hearings and meetings
- Make presentations to internal and external audiences
Minimum Requirements
Education and Experience
Bachelor's degree; preferably in Finance or Real Estate. Completion of Texas Department of Licensing and Regulation Level III Exam.
Two (2) plus years' appraisal experience. In certain circumstances the college degree requirement may be waived for an individual with:
- RPA and current active registration with the Texas Department of Licensing and Regulation.
- A residential or general appraiser license currently active with the Texas Appraiser Licensing and Certification Board.
- Five(5) or more years of active appraisal experience within the last ten (10) years of the date of application.
- For applicants who are currently employed by the Harris County Appraisal District with three (3) or more years of experience as an appraiser with the Harris County Appraisal District and successful completion of TDLR requirements for Level III status and a Level IV certification to be completed within one year.
- A honorable discharge from a branch of the US Armed Services. Depending on the veteran's experience, in certain circumstances the experience requirement may also be waived.

Working Conditions and Physical & Mental Abilities*
- Positions in this class typically require repetitive motions, sitting or standing for prolonged periods of time in an office setting
- Position requires manual dexterity to operate a computer keyboard and standard office equipment with ability to effectively communicate by phone with co-workers or face to face
- Must be able to lift up to 50 pounds
- The position requires considerable concentration and ability to manage time effectively
- The position is subject to stress caused by mandatory deadlines and heavy workload
