Transportation Project Manager II

As part of the Program Management Team, the Transportation Project Manager will work within our Program Management Team and support the integrated delivery of sidewalk and intersection projects within the client’s capital program. This position will report to the client’s site in Leesburg, VA as well as to Manassas, VA office. The person will also support and mentor our transportation team in Manassas, VA.
The Transportation Project Manager will work on developing metrics, dashboards, and overall progress reporting/assessment of the performance of both the Intersection Improvement and Sidewalk and Trail projects within the capital improvement program. The Project Manager will coordinate projects under these sub-programs with the capital program, interfacing with other groups, identifying needed resources, assist in the assignment of work to the project team, review of task order proposals and selection of consultants, and facilitate the development of new policies and practices to execute the program. The Project Manager will assure the transparency of the process to various stakeholders within the capital improvement program.
Specifically, the Transportation Project Manager responsibilities include:
- Perform highly complex planning, financial, and policy development work while serving as a specialist, liaison, and advocate for a specific program or activity requiring significant professional or managerial experience.
- Develop and implement program goals, objectives, and priorities; recommends modifications for improving program efficiency to management, and incorporate approved modifications.
- Monitor and evaluate the efficiency and effectiveness of program methods and procedures.
- Delegates work to project staff as necessary, and establishes, manages, monitor, and analyzes schedules and budgets of programs, projects, and assignments.
- Prepare and present reports on program status to management staff, other groups departments, outside agencies, and the public; preparing supporting technical documents, and correspondence.
- Assess and identifies critical and/or arising needs and associated management issues, advise appropriate staff, recommend solutions, and resolve complex problems; and regularly review plans to address new and changing requirements.
- Prepare associated short and long-range plans to outline and update the work program, define objectives, and prepare a forecast of financial needs and related budget.
- Assists with regular updates of CIP impact analyses, and outlines/reviews the project-specific scope of work.
- Perform and review project management planning and project control including related annual work plans, progress, cost forecasting, variances, change management, scheduling, close-out procedures, and project summary report.
- Integrates with overall Program Management team to maintain master schedules and inform management of potential scheduling conflicts or resource constraints.
- Researches, develops solutions, coordinates, and implements corrective action on a wide variety of assignments to ensure that organizational objectives are met.
- Assess project needs and requirements on annual basis to inform resource planning.
- Undertake any tasks assigned by the Program Manager.
PROFESSIONAL REQUIREMENTS
- The candidate shall have Bachelor’s degree in transportation planning or civil engineering or related field and public work project experience with increasing responsibilities.
- The candidate shall have 10 years of relevant experience in transportation planning and engineering fields.
- P.E. license preferred.
- In-depth knowledge of the integration of transportation and land use policy and practice; performance measures; project selection, development, design, and delivery standards and procedures.
- Experience in working with key stakeholders and utiltities for the coordination and relocation and protection of utilities as necessary.
- VDOT project delivery experience is a plus.
- Knowledge of Complete Streets, and experience designing and delivering multimodal transportation projects, sidewalk and trail improvements, and intersection design projects.
- Experience in delivering traffic engineering and transportation planning projects is desirable.
- Skill in problem definition, development of goals and objectives, evaluation of strengths, weaknesses, or alternatives, development of program recommendations, and policy formulation.
- Ability to develop methods and procedures for use in the compilation, analysis, and interpretation of data.
- Ability to prepare clear and concise reports and tabulations pertaining to transportation project performance metrics and factual data.
- Skill in quantitative and qualitative analysis.
- Experience in prioritizing multiple concurrent projects while still delivering timely and accurate results.
- Ability to interact cooperatively and collaboratively with others as a team, including those holding divergent and/or opposing views and goals.
- Develop and communicate informative presentations and strategies for stakeholders and managers to gain understanding and consensus.
- The ability to direct designers/CAD Technicians in the completion of redlines.
- Computer knowledge/experience with Microstation/OpenRoads and Microsoft Office (Word/Excel)
- Experience in using relevant software/tools such as Crash Magic, HCS 7, PC Warrants, Urban Logiq, Synchro is a plus.
- AutoCAD/Civil3D experience is a plus.
