General Description

Transp Eng Spec II

Performs advanced and specialized drafting, calculations and design work; performs field work; uses automated systems; learns specialized techniques; trains and reviews the work of others. Design activity is overseen by a licensed professional engineer or registered architect who has final approval authority for projects. Employees at this level establish their own work plan and priorities to meet set objectives. Issues are rarely referred to the supervisor but are handled at the occurrence.

Transp Eng Spec III

Performs advanced and specialized drafting, calculations and design work; performs field work; uses automated systems; learns specialized techniques; trains and reviews the work of others. Design activity is overseen by a licensed professional engineer or registered architect who has final approval authority for projects. Employees at this level establish their own work plan and priorities to meet set objectives. Issues are rarely referred to the supervisor but are handled at the occurrence.

Transp Eng Spec IV

Provides highly skilled technical expertise and oversees multiple design and/or advanced building construction projects. Reports to a licensed professional engineer or registered architect who has final approval authority for projects. Work requires contact with governmental agencies, consultants and construction firms. May serve as lead worker. [Employees are virtually self-supervising and assume accountability for their work.]


Duties

The essential duties for Transp Eng Spec II and III include:

  • Learns specialized design and project development techniques.
  • Performs advanced and specialized design work.
  • Performs advanced and specialized drafting and calculations in support of design activities; develops graphic presentations that include distinctive design features.
  • Prepares quantity summaries, hydraulic and utility studies and right-of-way maps.
  • Prepares roadway design, traffic control, lighting, signal, and building plans.
  • Reviews work done by others for drafting and calculation errors.
  • Drives to attend training and/or meetings.
  • Trains less experienced technicians.
  • Uses additional automated design tools or specialized design procedures in areas including bridge/culvert detailing, traffic management, geometric design, signal lighting design, retaining walls and building design.
  • Uses automated programs, interactive graphics and the Design and Construction Information System.
  • Performs other job responsibilities as assigned.

The essential duties for Transp Eng Spec IV include:

  • Performs advanced and specialized design work.
  • Performs advanced and specialized drafting and calculations in support of design activities; develops graphic presentations that include distinctive design features.
  • Prepares quantity summaries, hydraulic and utility studies and right-of-way maps.
  • Prepares roadway design, traffic control, lighting, signal, and building plans.
  • Receives project assignments, determines work requirements to complete project plans and coordinates scheduling to accommodate projects already underway.
  • Reviews entire sets of plans for format, drafting and calculation errors and correlation of plans and specifications.
  • Drives to attend training and/or meetings.
  • Trains less experienced technicians.
  • Uses additional automated design tools or specialized design procedures in areas including bridge/culvert detailing, traffic management, geometric design, signal lighting design, retaining walls and building design.
  • Uses automated programs, interactive graphics and the Design and Construction Information System.
  • Performs other job responsibilities as assigned.

Physical Requirements

The Physical Requirements for Transportation Eng Spec II, III, or IV include:

  • Subject to environmental conditions; protection from weather but not temperature changes
  • Subject to extreme cold and heat; below 32 and/or above 100 degrees for more than one hour
  • Sedentary work: Lift up to 10 lbs at a time and occasionally carry files/small tools
  • Light work: Lift up to 20 lbs at a time and frequently lift or carry objects up to 10 lbs
  • Standing-prolonged periods of time
  • Repetitive Motion-substantial movements of the wrists, hands, and/or fingers
  • Close Visual Acuity-work includes data/figures; view a computer screen; extensive reading

  • High School Grad or Equivalent in general high school studies

Work Experience

This job requires the following for Transp Eng Spec II:

  • 7 years in Drafting, design, plan preparation
  • (Experience can be satisfied by fulltime or prorated parttime equivalent)
  • No supervisory experience required.
  • Related College education or relevant technical training may be substituted for experience on year per year basis.

This job requires the following for Transp Eng Spec III:

  • 8 years in Drafting, design, plan preparation
  • (Experience can be satisfied by fulltime or prorated parttime equivalent)
  • No supervisory experience required.
  • Related College education or relevant technical training may be substituted for experience on year per year basis.

This job requires the following for Transp Eng Spec IV:

  • 9 years in Drafting, design, plan preparation
  • (Experience can be satisfied by fulltime or prorated parttime equivalent)
  • No supervisory experience required.
  • Related College education or relevant technical training may be substituted for experience on year per year basis.

Licenses and Certifications

The following Licenses and/or Certifications are required for Transp Eng Spec II, III, or IV:

  • Must have a valid driver's license at time of hire
  • Safety Impact Certificate (issued by TXDOT at time of hire)

Other Conditions:

  • If this position is determined to be Safety Impact by responsibilities, it will be subject to random drug testing.

Additional conditions for this position:

  • Safety Impact certifications are not required at the time of application. As required, the Safety Impact and Commercial Driver certification(s) will be issued by TxDOT at the time of hire.
  • Must pass drug test prior to employment for commercial driver and safety impact positions. Commercial drivers and safety impact employees will be subject to additional drug and alcohol testing during employment.
  • Required to work weekends and holidays.
  • Required to work hours other than 8 to 5.
  • Required to work under exposure to inclement weather conditions.
  • Required to wear personal protective equipment provided by employer and comply with all safety requirements.
  • Must be able to report for duty within 45 minutes of notification on a 24-hour basis.
  • Driver's record check will be conducted by the Department. Satisfactory driving records are required for driving state or personal vehicles and motor driven equipment to conduct agency business.
  • Must attend work regularly and observe approved work hours.
