    TRAFFIC MANAGEMENT SPECIALIST

    Responsibilities

    A GS-2130-11, TRAFFIC MANAGEMENT SPECIALIST:

    • Serves as the sole technical transportation advisor to all statewide or base operating officials on all matters dealing with commercial movement of personnel and equipment.
    • Manages all materiel distribution activities, including organic ground transportation for cargo and personnel.
    • Ensures that traffic management and transportation services required to support the mission are accomplished. This includes services incident to receiving, processing, and dispatching commodity and passenger traffic; to include demurrage charges, drayage and other accessorial services not directly related to line-haul movements.
    • Inspects, or provides for inspection of, commercial carrier terminals to locate and expedite delivery of astray government shipments. Ensures carrier capability complies with government requirements and specifications.
    • Reviews, as required, individual paperwork associated with a Permanent Change of Station (PCS) Personally Performed Moves (PPMs) to ensure requested reimbursement on charges are in line with a commercial PCS move.
    • Procures domestic and international travel for both military and civilian passengers. Reviews the travel arrangements provided by the Travel Services Contractor ensuring that special fares and/or discounts are utilized when feasible.
    • Coordinates with functional managers to ensure assets (i.e., reusable containers) are accounted for, serviceable, properly stored and maintained for deployment. Manages and inspects containers for the shipment of arms, ammunition, and explosives (AA&E). Verifies safety inspection certificates of commercial carrier equipment prior to use.
    • Other duties as assigned.

    QualificationsGENERAL EXPERIENCE:
    Experience, education, or training which has provided the applicant with a knowledge of and understanding of administrative, professional, analytical, or other work relating to traffic or transportation programs or operations. Must be skilled in dealing with others in person-to-person work relationships. Experience using computer and automation systems.

    SPECIALIZED EXPERIENCE:
    Must have at least 36 months experience, education, or training performing, administering or supervising technical and analytical work concerned with planning, development and execution of traffic policies and programs. Experience interpreting applicable Federal, State and local laws, and regulations concerning transportation and traffic procedures. Knowledge of transportation requirements and systems for specific geographic areas (International and Continental United States)

    Education Requirements:
    Ph.D. or equivalent doctoral degree
    or
    3 full years of progressively higher level graduate education leading to such a degree
    or
    LL.M., if related

    Undergraduate and Graduate Education: Major study - accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics, or other fields related to the position.

    Substitution of Education for Specialized Experience:

    Specialized Experience (for positions above GS-5): Examples of qualifying specialized experience include:

    • Managing or participating in managing a transportation or traffic program involving (1) operating a transport or traffic system to move passengers or commodities of an organization when there is accountability for operating costs, (2) operating a transportation system to provide common carrier types of services to shippers, and (3) procuring common or other carriers and other transportation services to move an organization's personnel, freight, and/or other commodities.
    • Conducting or participating in conducting surveys and studies of the traffic management function, operating methods, procedures, and performance.
    • Making presentations on traffic matters before Federal, State, or local regulatory bodies.
    • Performing loss and damage prevention work when this included responsibilities such as policy and procedures formulation and studies of traffic operations and services.
    • Negotiating with carriers and/or regulatory bodies on questions of rates, transit privileges and charges, special services and charges thereof, and classification of commodities.
    • Providing advisory service involving commodity analysis from the transportation standpoint.

    • Knowledge of financial/budgetary requirements sufficient to perform monthly reconciliation of all charges associated with the transportation program.
