GENERAL DESCRIPTION:
Under the direction of the Coastal Fisheries Division Director, the Deputy Division Director is responsible for serving as the acting division director in their absence. Performs advanced (senior-level) managerial work providing direction and guidance in strategic operations and planning. Performs highly advanced managerial work overseeing the daily operations and performs division-wide administrative tasks for all Coastal Fisheries. Responsible for direct supervision of regional directors that supervise fisheries management and fish hatchery activities. Establishes branch and division goals and objectives, coordinates and evaluates program activities and assists with developing the division budget and strategic plan. Oversees the capital repair program and participates in interjurisdictional marine resource management organizations. Works under minimal supervision, with extensive latitude for the use of initiative and independent judgment. Performs additional duties as assigned. Complies with all Agency, Division and Branch rules, regulations and procedures.


Qualifications

MINIMUM QUALIFICATIONS:
Education:
Graduation from an accredited college or university with a Bachelor of Science degree or higher than a Bachelor of Science degree (i.e., Master’s or Ph.D.) with substantial coursework in Fisheries or closely related field.

Experience:
Seven years experience of a progressively responsible nature in fisheries management, fish culture, fisheries-related data analysis, research, planning, program or policy development and/or field-executed management;
Five years supervisory experience.
NOTE: Experience may have occurred concurrently.

Licensure:
Must possess or be able to obtain, within 30 days of employment, a valid class “C” Texas driver’s license.
NOTE: Retention of position contingent upon obtaining and maintaining required license.

ACCEPTABLE SUBSTITUTIONS:
Experience:
Graduation from an accredited college or university with a Master of Science degree may substitute for one year of the required experience in a progressively responsible nature in fisheries management, fish culture, fisheries-related data analysis, research, planning, program or policy development and/or field-executed management;
Graduation from an accredited college or university with a Ph.D. may substitute for two years of the required experience in a progressively responsible nature in fisheries management, fish culture, fisheries-related data analysis, research, planning, program or policy development and/or field-executed management.

PREFERRED QUALIFICATIONS:
Education:
Graduation from an accredited college or university with a Master’s degree in Fisheries Biology, Aquaculture, Fisheries Management, Aquatic Ecology, Environmental Sciences or other related Natural Resources degree.

Experience:
Five years governmental supervisory experience of a progressive nature in fisheries management, fish culture, fisheries-related data analysis, research, planning, program or policy development and/or field-executed management;
Seven years experience in developing and managing budgets;
Seven years experience in working with inter-jurisdictional fisheries entities and diversity constituency groups;
Direct experience interacting with Commissions, Boards, Committees, Advisory Groups, Legislature and regulatory agencies.

KNOWLEDGE, SKILLS AND ABILITIES:
Knowledge of fisheries management, coastal ecosystems, fish culture and policy issues, including commercial fisheries;
Knowledge of relevant laws, theory, and practices of fisheries science;
Knowledge of local, state and federal laws and regulations relevant to Coastal Fisheries division and Agency;
Knowledge of principles and practices of public administration;
Skill in using MS Word, Excel and Outlook;
Skill in logistics, planning, and implementation of fisheries management and fish culture programs;
Skill in leadership and staff development;
Skill in supervising and developing teamwork within a diverse group of trained individuals;
Skill in planning, assigning and/or supervising the work of others;

WORKING CONDITIONS:
Required to work from 8:00 a.m. to 5:00 p.m., Monday through Friday;
Required to work on holidays, weekends and hours other than 8:00 a.m. to 5:00 p.m. as necessary;
Required to travel 15% with possible overnight stays;
Required to operate a State vehicle;
Non-smoking environment in State buildings and vehicles.
