BRIEF POSITION SUMMARY


The Facility Maintenance Specialist performs advanced (senior-level) maintenance, renovation, restoration, and alteration work at National Guard facilities located on the TXARNG training center at Camp Swift. Oversees building repairs, plumbing, electrical, mechanical, and air-conditioning work and ensures compliance. Coordinates and oversees the work of contractors and others. Reports to the Camp Swift Maintenance Supervisor and works under minimal supervision with considerable latitude for the use of initiative and independent judgment.

WORK HOURS: Tuesday – Friday, 10 hours a day, 40 hours a week


ESSENTIAL JOB FUNCTIONS AND RESPONSIBILITIES

  • Plans, schedules and oversees building repairs, renovation and restoration projects, and preventive and facility maintenance.
  • Coordinates and oversees contracting work on repairs and maintenance of facility.
  • Examines structures, evaluates work to be performed and selects best methods of performing maintenance and repair work.
  • Inspects work performed by contractors to ensure that finished projects meet both contracting compliance and adherence to building regulations.
  • Examines and interprets drawings, diagrams and blueprints.
  • Performs maintenance and repairs work such as plumbing, welding, electrical and mechanical work.
  • Performs work on HVAC units and components to include cleaning and changing filters.
  • Performs administrative functions to track progress on contracts and to record requisitions and work orders.
  • Calculates and documents estimates of material and labor cost to determine the most cost-effective method to complete work orders.
  • Uses computer and other electronic devices to collect and report data.
  • Perform repairs and renovations to modernize a building or adapts it to new uses while retaining original appearance.
  • Performs mechanical adjustments, lubrication, and repair to pumps, valves, and equipment.
  • Maintain and repair machinery, equipment, systems or components.
  • Maintain/replace motors and thermostats, fixtures and facility equipment.
  • Perform electrical repairs according to design specifications.
  • Maintain and repair electrical systems and electrical components of machinery and equipment.
  • Identify defects and repairs/replace faulty wiring, circuit breakers, fuses, switches, sockets and other elements of electrical systems.
  • Perform maintenance and repairs on plumbing fixtures, water and wastewater distribution systems.
  • Attend work regularly and observe approved work hours in accordance with agency state employee policies & procedures handbook.
  • Perform related work as assigned.
  • May be required to perform dutys in support of national emergencies, disasters and other missions, to include holidays and weekends.
Qualifications

MINIMIUM QUALIFICATIONS


EDUCATION:

  • Graduation from a standard senior high school or equivalent (GED) is required.

PREFERRED EDUCATION:

  • Vocational training in HVAC, plumbing or electrical is preferred.

EXPERIENCE:

  • Four years of experience in construction management or building maintenance and repair work is required.
  • Experience using Microsoft Office to include Outlook, Word and Excel is required.

PREFERRED EXPERIENCE:

  • Experience in Construction management training is preferred.
  • Experience with HVAC systems is preferred.
  • Building management experience is preferred.

REGISTRATION, CERTIFICATION OR LICENSURE:

  • Electrical, HVAC or Plumbing Certification is preferred.
  • Valid driver’s license is required. *If not currently a Texas resident, must obtain a Texas Driver's License within 30 days after entering Texas as a new resident. A satisfactory driving record is required for driving state or personal vehicles to conduct agency business.

OTHER REQUIREMENTS:

  • Selected candidate must pass federal security background investigation. The process includes a National Agency Check and Inquiry (NACI) and fingerprinting. New employees must complete and sign the Office of Personnel Management (OPM) Form SF85. Completed forms are submitted to the OPM for the background investigations.

  • The Immigration Reform and Control Act of 1986 requires all new employees to present proof of eligibility to work in the United States within three (3) days of being hired. The Texas Military Department participates in E-Verify and will provide the Social Security Administration (SSA) and, if necessary, the Department of Homeland Security (DHS), with information from each new employee's Form I-9 to confirm work authorization.

KNOWLEDGE, SKILLS AND ABILITIES


Knowledge of:

  • Building materials, plumbing and heating systems, sanitation, refrigeration, ventilation, electric systems, and fire and safety regulations;
  • Plastering and welding procedures and techniques, and
  • Construction practices and terminology.

Skill in:

  • Operating tools and equipment;
  • Communicating effectively both orally and in writing;
  • Verbally expressing information in a clear and concise manner;
  • Equipment and electronic maintenance, in selecting appropriate tools and equipment, and in troubleshooting situations to determine appropriate actions to resolve problems; and
  • Operating a personal computer with Microsoft applications to include Word, PowerPoint, Outlook and Excel.

  • Apply proper methods, techniques and procedures in the maintenance and repair of buildings and related equipment;

  • Work from drawings, schematics, or sketches;
  • Read and interpret drawings, diagrams, blueprints and specifications;
  • Draw rough sketches of proposed project;
  • Organize preventive maintenance programs;
  • Follow through until projects and/or any corrective measures are completed;
  • Interpret policies, procedures and regulations;
  • Plan, assign, instruct, train and inspect the work of others;
  • Work in a military environment; and
  • Work in a team environment and establish effective working relationships.

PHYSICAL/WORKING CONDITIONS

Work involves the ability to stoop, bend, crawl, lift, climb, kneel, stand, walk, sit, carry, push, pull, balance, reach and crouch. Frequently lifts, carries, and sets up equipment and materials that weigh up to 40 pounds. Works inside and outside in areas that are usually dusty, dirty, or greasy, and often works in inclement weather conditions. Requires the ability to travel approximately 10%.
