GENERAL DESCRIPTION OF DUTIES:
The purpose of this classification is to receive and respond to incoming emergency and non-emergency calls to the City's public safety communications center, and to dispatch law enforcement and/or fire/rescue personnel via radio and/or computer-aided dispatch systems, as appropriate. This classification is defined as a "911 emergency dispatcher" under Florida Statute 401.435.

EMERGENCY RESPONSE STATEMENT
Every City employee has emergency response responsibilities, though not every position will require routine assignments during an emergency event. All employees may be subject to recall around the clock for emergency response operations, which may require irregular work hours, work at locations other than the normal work location, and may include duties other than those specified in the employee's official job description. Assignments in support of emergency operations may be extensive in nature, with little advance notice, and may require employees to relocate to emergency sites with physically and operationally challenging conditions.
The City of Naples is offering the following:
  • $2,000 signing bonus upon hire;
  • $1,000 paid to the employee upon successful completion of the NPD Basic Public Safety Telecommunicator Course;
  • $1,000 paid to the employee upon successful attainment of FL State certification;
  • $1,000 paid to the employee upon successful completion of 2 years of employment.
PLEASE NOTE: Retention incentive(s) and sign on bonus must be repaid if you voluntarily separate from city employment within twelve (12) months from the date you receive the incentive(s).

Examples of Duties / Knowledge & Skills

The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned.


  • Receives 911 emergency, and non-emergency calls by voice, TTY/TDD, and text via the City's telecommunications system; obtains and provides information; contacts and dispatches the correct agency units; provides agency units with information needed to respond appropriately and to ensure personnel/officer safety; monitors status of response; and contacts wrecker services and utility companies as needed.
  • Employs and monitors varied automated information systems (e.g. telecommunications consoles, computers, and peripherals) and associated software (e.g. CAD, GIS, FCIC/NCIC) to access, obtain, enter, and relay law enforcement and public safety information to/from national, state, county, and local systems.
  • Responds to notifications of security, fire, and medical alarms received from agency resources and private monitoring services (e.g. Electronic Pursuit System; Automated License Plate Reader; residential and commercial security companies).
  • When certified, provides over-the-phone pre-arrival/basic life support medical instructions to public requests for emergency medical assistance.
  • Monitors functionality of communications center equipment, including telephones, radios, computers, teletype, audio and video recording systems, and related peripherals; troubleshoots minor operating problems; contacts equipment service providers as needed.
  • Performs computer background checks on criminals; handles inquiries on driver's licenses, vehicle tags, stolen articles and property, guns, wanted and missing persons, and warrants and summons; provides information from computer database as requested by officers.
  • Performs various administrative support activities such as entering, updating and retrieving information from databases; enters law enforcement information into databases; maintains communication logs; queries data bases upon request; researches warrant information, driver's licenses and tags; submits information to appropriate staff.
  • Operates a personal computer to enter, retrieve, review or modify data, utilizing Microsoft Word, Excel, CAD, CJIS, word processing, spreadsheet, database, presentation, Internet, e-mail, or other software; and operates general office or other equipment as necessary to complete essential functions.

  • Equipment, Machinery, Tools, and Materials Utilization: Requires the ability to simultaneously manipulate and control the operation of multiple communications equipment and/or materials requiring complex and/or rapid adjustments.
  • Verbal Aptitude: Most work is verbal; must receive, evaluate and produce verbal information utilizing a wide variety of reference, descriptive, and/or advisory data and information.
  • Mathematical Aptitude: Requires the ability to perform addition, subtraction, multiplication, and division; the ability to calculate decimals and percentages; the ability to utilize principles of fractions; and the ability to interpret graphs.
  • Functional Reasoning: Requires the ability to apply principles of rational systems; to interpret instructions furnished in written, oral, diagrammatic, or schedule form; and to exercise independent judgment to adopt or modify methods and standards to meet variations in assigned objectives.
  • Situational Reasoning: Requires the ability to exercise judgment, decisiveness and creativity in situations involving evaluation of information against measurable or verifiable criteria. Requires a high level of responsibility and decision-making that may be critical to the safety of the public and field officers.

Minimum qualifications & Requirements

MINIMUM QUALIFICATIONS

  • High school diploma or GED, supplemented by any experience demonstrating basic data entry skills and customer service work; must pass computer based skills tests that includes data entry accuracy,; or an equivalent combination of education, training, and experience. Continued hire contingent upon the following:
  • Satisfactory in-service training completion of NPD Basic Public Safety Telecommunicator (PST) Program, and certification in FCIC/NCIC.
  • Within 6 months after completing the NPD Basic PST Program, must pass State of Florida PST Examination per §401.465(2)(d)1, Florida Statutes; and attain, via scheduled in-service training, certification in CPR and as an Emergency Medical Dispatcher.
  • Continued rating requires completion of in-service training, selected formal courses, and biennial maintenance the following certifications: State of Florida PST (per §401.465(2)(e), Florida Statutes); FCIC/NCIC; CPR; Emergency Medical Dispatcher.
OTHER REQUIREMENTS:
The City of Naples is a Tobacco-Free Workplace. Applicants for the City of Naples must not have been a user of tobacco products for at least six (6) months immediately preceding an application for employment; and, if hired, must maintain non-use of tobacco products for the duration of employment with the City of Naples. Physical Ability: Tasks require the ability to exert light physical effort in sedentary to light work, but which may involve some lifting, carrying, pushing and/or pulling of objects and materials of light weight (5-10 pounds). Primary functional tasks involve extended periods of time at a keyboard or work station.
