The Judicial Council is transforming the way attorneys, justice partners, and the public conducts business with the California courts, the largest court system in the nation serving over 39 million residents. The Information Technology Office (JCIT) is responsible for introducing new technologies and electronic services to achieve the goal of a digital court. JCIT is directly responsible for the development, acquisition, implementation and support of automated systems in the appellate courts, trial courts and the Judicial Council.
The Judicial Council of California is accepting applications for the position of Technical Project Manager (Sr. BSA) for the Information Technology Administration office.

The role for this Technical Project Manager (Sr. BSA) position is to demonstrate an understanding of emerging technologies for networking, cloud hosting solutions and identity management. Additionally, an understanding of program and project management methodologies, vendor management and a high level of communication and reporting efficiencies. This position receives general direction and supervision and requires a motivated self-starter that can manage situations and make decisions with little or ambiguous input based on industry best practice and experience.

The successful candidate will be expected to work in the San Francisco or Sacramento office.

Responsibilities
  • Monitor, measure and analyze legacy data center hosting vendor service delivery, contract compliance and project management deliverables.
    • Ensure that both the vendor and the Judicial Council are in contractual compliance.
    • Research and respond to contract related questions specific to design and engineering services, infrastructure, or network availability.
    • Maintain an enterprise perspective and industry best practice methodology providing technical project management subject matter expertise for emerging hosting technologies.
  • Serve at the Judicial Council program/project lead for technical consulting services to the courts for various IT initiatives, hosting and migration services.
    • Primary single point of initial contact for consulting services to the courts who request or require assistance for local IT hosting solution alternatives.
    • Consulting services lead shall maintain the JC policies, enterprise vision and utilize industry best practice to advise courts of options for hosting solutions.
  • Provide direction, oversight and technical subject matter expertise in conjunction with senor technical analysts in the development, review and presentation of the Quarterly Capacity Review.
    • Provide reports and analysis on cost saving initiatives to unit management.
  • Manage a portfolio of various consultative support services that can be leveraged by the courts statewide.
  • Research and analyze emerging technologies and processes to stay current with industry best practices.
    • Research and keep current on alternative hosting solutions.
    • Present analysis to IT management, CIO and various technical committees, provide workstream support as needed.
Qualifications

Education and Experience

Bachelor’s degree, and five (5) years of experience providing technical and business process support, analysis, or project management for systems/applications.

Possession of a bachelor’s degree in a directly related field such as computer science, management information systems, etc., may be substituted for one of the years of required experience. An additional four years of professional experience as noted above may substitute for the bachelor’s degree. Or, additional directly related experience and/or education may be substituted on a year-for-year basis.

OR

One year as a Business Systems Analyst with the Judicial Council of California or one year of experience performing the duties of a class comparable in the level of responsibility to that of a Business Systems Analyst in a California Superior Court or California state-level government entity.

Desirable Qualifications

  • Working knowledge of Wide Area and Local Area Networks and data center hosting solutions.
  • Vendor contract management, contract auditing and performance analysis.
  • Program or project management of large, complex, multi-discipline projects.
