To provide continuance support within the Biomedical Advanced Research and Development Authority (BARDA), COVID-19 Incident Management Teams (IMT). Support medical countermeasure development within the office of the Assistant Secretary for Preparedness and Response (ASPR) at the U.S. Department of Health and Human Services (HHS) located in Washington, DC.
Duties and Responsibilities:
- Ability to act as a thought leader on immune assays for SARS-CoV-2 and give strategic direction and lead teams.
- Provide Program management and project management support
- Able to communicate scientific information effectively both oral and written (briefing presentations, technical documents, etc.)
- Analyze and evaluate programs, proposals and plans, and program metrics for technical and programmatic merit, as well as to identify risks, mitigation strategies and potential
areas of improvements. - Coordinate and integrate amongst senior staff and potential
stakeholders, interagency partners and user communities regarding areas of collaboration, needs, emerging industrial and academic capabilities and technologies. - Identify and review emerging requirements and opportunities for transition of selected technology programs.
- Assist in leading technical discussions with Government and Industry regarding program funded projects, strategies and transition concepts.
- Will represent the programs needs in relevant meetings
- Capable of leading briefings
Basic Qualifications:
- An advanced graduate degree (PhD or equivalent expertise) in biological sciences or chemistry or pharmaceutical sciences or engineering or related discipline.
- Expertise in immunology, virology, vaccine development, analysis of disease biomarkers and assay development
- Deep understanding and experience with cellular and humeral immune assays including correlates of protection; antibody binding, and viral neutralization assays
- Previous experience leading scientific, technical and product development teams
Minimum Qualifications:
- Knowledge and experience in one or more of the following subject areas is desired: virology/immunology, small molecules, diagnostics, microbiology, infectious disease, drug manufacturing, vaccines, medical countermeasure and/or pharmaceutical research and development.
- Excellent written and verbal communication skills including experience with unstructured verbal interactions, briefings, and meeting moderation.
- Ability to communicate effectively, orally and in writing, with non-technical and technical staff
- Detail-oriented and possess strong organizational skills with the ability to prioritize multiple tasks and projects
- Prior experience working with Government institutions or Biopharmaceutical industry experience considered beneficial.
- Project Management Professional (PMP) certification or equivalent, beneficial but not required.
