Team Lead ? Permanent Supportive Housing Details

The Richmond Behavioral Health Authroity is seeking a qualified and professional Team Lead to join our Permanent Supportive Housing Team. The ideal canidiate will perform intermediate professional and administrative work providing quality behavioral and housing support, monitoring the provision of services provided by Housing Specialists and Case Managers of the PSH programs, and related work as apparent or assigned. Work is performed under the limited supervision of the assigned supervisor. Supervision is exercised over subordinate personnel.

Essential Functions

Works in collaboration with Permanent Supportive Housing Team (PSH) to ensure housing stability of program participants.

Provides housing related case management services as necessary including but not limited to connecting with payees and community resources, coordinating the payment of utility bills, monitoring lease compliance, and connecting to mental health and/or substance use disorder treatment.

Assist with SOAR applications, as appropriate.

Provide Housing Specialist services including housing search and location, housing intakes, landlord outreach, rent calculations, and HQS inspections as necessary.

Provide day to day support to PSH Case Managers and Housing Specialists.

Assist with closure/termination of cases when appropriate

Orients and trains newly hired staff; evaluates staff performance as directed.

Serves as liaison to public agencies and provides information regarding Authority programs and services.

Prepares a variety of reports; prepares and maintains program participant charts and other records.

Attends meetings, staffing?s and conferences as they relate to program participants, staff and program needs.

Assists in curriculum development and resource tools.

Collect data to satisfy program requirements.

Serves as ?acting supervisor? in absence of Program Manager.

Performs other duties and responsibilities as assigned


Knowledge, Skills and Abilities

General knowledge of community and agency resources and programs of regional and state sources for those experiencing homelessness; general knowledge of Permanent Supportive Housing (PSH); general knowledge of providing services to those with a serious mental illness and co-occurring substance use disorders; general knowledge of social casework techniques; general knowledge of human development and behavior; ability to prioritize and solve problems within scope of responsibility; ability to analyze facts and exercise sound judgment in arriving at conclusions; ability to monitor and meet multiple deadlines; ability to communicate complex ideas effectively, orally and in writing; ability to prepare clear and concise reports; ability to establish and maintain effective working relationships with clients, associates, community partners, medical personnel, law enforcement and the general public.

Education and Experience

Master’s degree with coursework in psychology, social work, counseling, or related field and considerable experience working with individuals experiencing homelessness is required. Experience providing supervision to front line service delivery employees preferred. Experiencing working with housing/homeless grants and funders preferred.

Special Requirements

Valid driver's license in the Commonwealth of Virginia.

QMHP-A is required.

Certified Housing Counselor preferred.

Training/Certification as HQS Inspector preferred.

SOAR Certification preferred.

CPI certifications.
