The Talent Acquisition Analyst is responsible for the full lifecycle process with overall responsibility for the sourcing, delivery, and presentation of qualified candidates. This role drives the assessment of external and internal talent to fill vacancies. The Talent Acquisition Analyst partners with hiring managers and cultivates relationships with clients and candidates. Work is performed under the general supervision of the Director of Human Resources.

EXAMPLE OF DUTIES
Plan, organize and direct the City’s recruitment and selection activities; and work assigned to staff.Partner with internal departments to create effective recruitment and employment branding campaigns via use of the internet, social media, job boards, industry-specific media, networking, and college relations, i.e., LinkedIn Recruiter and Indeed.com.Leads full life cycle recruiting process from requisition posting through sourcing and offer acceptance.Develops and maintains strategic relationships with respective hiring managers; works closely with them to understand their needs and identify current, planned, and potential openings.Builds and maintains diverse talent pipelines for upcoming requisitions through proactive sourcing and use of innovative channels to identify, engage and proposition qualified candidates.Guides hiring managers on recruitment and selection process according to the city’s recruitment and selection policies and best practices.Reviews candidate information including work history, competencies, and other qualifications to confirm fit for open positions.Prepares and extends job offers in collaboration with the respective hiring manager and ensures proper hand off for onboarding and new employee orientation.Partners with the Marketing team to incorporate employer branding and social media tactics into talent sourcing plans and coordinates targeted outreach programs and events.Employs relevant metrics to perform ongoing measurements for purposes of evaluating the effectiveness of recruitment, selection, and placement.Delivers recruiting practice excellence by following internal policies and procedures, accurately and timely tracking of candidate and requisition activity in the applicant tracking system and adhering to all significant compliance and legal requirements as well as professional standards.Participates in special projects and other duties as assigned.

MINIMUM QUALIFICATIONS
Bachelor’s Degree (HR major preferred) or closely related field plus 4 years of experience as a professional Recruiter in a public or private agency, recruiting for a wide variety of different roles.3 years of experience with NeoGov or similar applicant tracking system.Strong computer skills in Microsoft office suite (MS Word and Outlook are used daily).Strong ability to multitask and work on multiple positions at once is a vital part of this role as well as being organized and flexible.Preferred SkillsA high degree of initiative, with the ability to work independently.An experienced level of knowledge in all full lifecycle recruiting components such as diverse talent sourcing, assessing, applicant tracking, closing offer processes and relationship management.Demonstrated experience meeting and exceeding goals in a fast-paced work environment.Ability to plan and prioritize workload to meet deadlines and work efficiently under pressure.Experience working in a team environment and partnering with individuals across all levels of the organization.Strong focus on customer service with a commitment to continuous improvementAbility to influence leadership and drive decisions to meet hiring demand timelines.Current possession of IPMA-SCP/CP certification or the ability to obtain within 12 months or current possession of SHRM-SCP/CP certification or the ability to obtain within 24 months.Physical RequirementsHearing/Speaking - Expressing and/or receiving information by means of spoken word are both necessary to converse with internal and external customers including co-workers, citizens, and applicants.Visual Abilities – the ability to perceive via eyesight is required for this position: Acuity, far – clarity of vision at 20 feet or more. Must be able to see from a distance when administering and observing employment tests, operating a motor vehicle, or addressing an audience.Acuity, near – clarity of vision at 20 inches or less. Must be able to see work-related business documents close at hand.Depth perception – Three-dimensional vision and the ability to judge distance and space relationships.Field of Vision – the area that can be seen up and down or to the right or left while eyes are focused on one point.
